Yes. That is how they get the numbers.
Census also determines the number of seats in Congress...if I am correct...and in House Districts. See website below....I’m going to have to review it myself!

The count can change the arrangement of voting districts. ‘Gerrymandering’ is redrawing districts to reflect voting constituencies and is furthered by census data.
Thanks guys. I think I got it now. I think need to go back and read the Constitution again. Somewhere along the way I missed the significance of this.

0’s “softened language” simply means he thinks he has amnesty in the bag now and the census won’t have to be an underhanded count of ILLEGALS now.
It redraws congressional district boundarys based on population.
States that gain population will gain house seats. States that decline in population lose house seats.
Districts that gain population can be redivided into parts of other districts. Demographics of districts many times determine their political majority.
For example, splitting up a well to do conservative district
and reapportioning population to liberal districts reduces the political clout by splitting up the demographics.
Politicians love to move voters around so it makes the districts “fair” and “balanced”, hopefully in their party persuasion.
Census is used for federal funding formulas.
I understand gerrymandering. I just never realized where it got “its chance”.
P.S. If the census comes every ten years, what it Bush or Clinton in office for the last one?

Back when people could count they went door to door.
But the homeless and transients claimed they weren’t counted. So now census takers can make estimates of population in certain areas where crime might scare them to enter.
Of course, the more poor, homeless, afflicted etc that can be counted can always be used for liberal agendas.
The idea can be to water down income demographics. Those numbers can affect everything from welfare benefits to property tax rates. It will always be the poor who are affected by redistricting and it will always be unfair somehow if they aren’t all (estimated)...er counted.

Softening language is cheap.
What matters is what Obama plans to do with that Census. And that is not going to change.
