I don't know; one of the best ways to topple a communist/totalitarian regime is to engage them. Once the people see the standard of living differences, they'll topple their own gov’t (we have examples from the cold war). Cuba is no longer a real threat, as could have been argued in the past, and isolationism hasn't changed them nor is it likely to do so in the future.

Liberals have claimed this for decades, but all it does is prop up communist dictatorships, because thats what they like. The same argument was made in the 90's with China and Iraw (oil for palace progam) and nothing happened.
Conversely, if they want to change a government, like South Africa for example in the 80's, then they are all for sanctions.
