I guess Im more than a little dense, but I dont get the joke. What is the significance of Obozo being the ninth caller? Some radio stations run contests in which they award a prize to the Nth person to call the station. Winning requires no special knowledge or skill other than the ability to use a telephone.

Like a radio station will give some gift certificate to a lucky random person to generate interest in people listening to their shows. They will always make it the “n-th caller” to eliminate the first caller, who will be someone who is just sitting there ready to push the button immediately and thus gets a jump on regular callers. The point is then that the Nobel Peace Prize has been so discredited and diluted by being awarded to such people as Yassir Arafat, Jimmy Carter and now Barak Obama that it can fairly be compared to a random selection in a giveaway contest.
