A Stability Police Force for the United States: RAND CORP CALLS FOR NATIONAL POLICE FORCE???

I know someone who purchased this from RAND.

By page 19 this report goes from discussing the need for a Special Police Force overseas to supplement interventions, to suddenly needing a force that can circumvent Posse Comitatus.

Posse Comitatus exists for a reason and any attempt to circumvent it, not matter how nicely packaged, is a step on the way to "Special" police becoming "Secret" police.

They call it :A STABILITY POLICE FORCE: This study asks several questions. First, is a Stability Police Force (SPF) necessary? An SPF is a high-end police force that engages in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT), and investigations of organized criminal groups. In its ability to operate in stability operations, it is similar to such European forces as the Italian Carabinieri and French Gendarmerie. Its focus on highend tasks makes it fundamentally different from UN or other civilian police, who deal with more routine law and order functions. It is also different from most military forces, which are generally not trained and experienced to conduct policing tasks in a civilian environment. Second, if an SPF is necessary, what should it look like? This includes considering such issues as: its objectives, tasks, and size; its speed of deployment; its institutional capabilities; where it should be headquartered in the U.S. government and how it should be staffed (standing force, reserve force, and hybrid force); and its cost.

Please read the text of this RAND report in full. You will see that it is talking about establishing this security force in foreign theaters to augment conventional military security operations. No where does it mention or consider domestic U.S. use. Please correct me if I’m wrong about this.

Also, anyone who knows a thing about RAND realizes that there are really two RANDS - the war hawk national security side, and the commie pinko fringe social engineering side.

Again, feel free to correct me if this is inaccurate.

What are rioters going to do when they’re confronted by tanks, IFVs, and and helicopter gunships manned by folks perfectly willing to kill them?

If they turn their turrets on the civilian population of this country, then the crews of these vehicles will all eventually be destroyed by the angry civilian resistance.

Spain was outgunned and outmanned by the oppressive French army, and their citizens fought hard and won their freedom and liberty back.

Even our Colonial ancestors were outclassed in battle, but still won the war for freedom anyway.

Never, ever underestimate the capabilities of a pissed-off and well-armed guerilla movement that is fighting for their very freedom and God-given rights, such as the one that will be subsequently present itself IF the federal government starts killing American civilians by order of Raila Odinga's favorite cousin.

Thanks. I use the image from time to time. I find it to be a very powerful iconic image that evokes the concepts of state domination, the use of police power by the state, the subjugation of the individual. It says a lot without saying a word.

Yes, and two of the three are getting along without the USA.

People with nothing can still win against a superior military force.

hanoi got a Canadian flagged ship to sit permanently in the harbor after Congress passed a rule that we could not bomb the harbor if there was a “foreign vessel” in it.

And, unlike Iraq, the guy unloading from 13,000 feet has family in the country he’s unloading on.

New Executive Order, IMPORTANT!

Today President Obama signed a new executive order, found here:

The executive order formed a Council of Governors, pursuant to the National Defense Authorization Act of 2008.

The Council will “strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property”. Provisions include:

1. The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counterterrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs; the Commander,United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.

(a) matters involving the National Guard of the various States;
(b) homeland defense;
(c) civil support;
(d) synchronization and integration of State and Federal military activities in the United States; and
(e) other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.

Recall a few of those key items that I have highlighted...

If you remember the NSPD-51 “Continuation of Government”—martial law—that vests all power in the executive branch, identifies the individuals who will be responsible for the oversight of the CoG government. Here is an excerpt:

The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counterterrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. The National Continuity Coordinator, in coordination with the Assistant to the President for National Security Affairs (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies. The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination.” “The National Continuity Coordinator, in consultation with the heads of appropriate executive departments and agencies, will lead the development of a National Continuity Implementation Plan (Plan), which shall include prioritized goals and objectives, a concept of operations, performance metrics by which to measure continuity readiness, procedures for continuity and incident management activities, and clear direction to executive department and agency continuity coordinators, as well as guidance to promote interoperability of Federal Government continuity programs and procedures with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate. The Plan shall be submitted to the President for approval not later than 90 days after the date of this directive.” “The Secretary of Homeland Security shall coordinate the integration of Federal continuity plans and operations with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to provide for the delivery of essential services during an emergency.” “Continuity requirements shall be incorporated into daily operations of all executive departments and agencies.” Remember, under NSPD-51 a disaster will be declared in order to justify the Federal siezure of state and local functions under the control of the executive branch with the legislative and judicial brances operating as advisors. A disaster is defined as:

The directive states that this power could/would be exercised in the case of a “Catastrophic Emergency”, meaning “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions ...”
