"deemed" does not mean the same as "ruled"

"deemed" may apply when there isn't much evidence.

the moral here is:don’t criticize the supreme court on national television while giving a state of the union address. They will get even.

Canadians, I think, are amongst the most informed of citizens, much of it due to the fact, because we sleep next to an elephant and every movement it makes, we know about. Consequently, our education system has developed an outward focus which grew to include much of the world.
