Bush is stating that one needs a population ponzi scheme to support the elderly. In order to keep "more young people at its base" the US needs higher and higher levels of immigration over time. As the current youth get older then we need to import even more immigrants to "support" that cohort as they get older. His policies mean the US will surpass Chins and India with a billion plus in a few generations. NUTS!
