It could be a combination of both of course. But you have pointed to an even more sinister plan, in that they send the children first, and then the humanitarian cry by the left is that the children MUST be reunited with their parents. And then, the parents will be allowed in to this country.

why is nobody in an authoritative position taking these people in to custody so that they can be charged with their crimes and held accountable? I'm talking about Obama, holder, Hillary, the whole lot of Em.

That has a whole ‘nother meaning in Honduras. My brother volunteered at an orphanage over the years. In passing he mentioned a mom and dad visiting their child for the first time in three years. “Huh??”
He said most of the kids had parents, but the parents were unwilling to take care of them, so dumped them on the streets like a dog. They would even have siblings that still (for now) lived with the parents!
People, people, people you are quoting laws in your commentary. WE ARE dealing with a political party in power that believes they are beyond our puny insignificant laws, and that THEY are the law.
The Democrats believe they are omnipotent.
I guess the government plans to do this for the next 50 years at least. Dump them on the states to handle. They each need their own future crime waves.

Did you note that the flow chart involves four separate departments/agencies -- Homeland Security, Health & Human Services, FEMA and Defense.
I wonder how long it takes for four different departments to agree on a plan of action and prepare for it. I wonder if this plan might have been drawn up in advance.
In other words, I wonder if this whole affair hasn't been orchestrated by the Obama administration -- for the purpose of advancing their "comprehensive immigration reform" (amnesty). Or simply creating chaos...

(a) The reserve militia is not subject to active military duty, except that the governor may call into service the portion of the reserve militia needed for the period required in case of war, insurrection, invasion or prevention of invasion, suppression of riot, tumult, or breach of peace or to aid civil officers to execute law or serve process.
Sec. 431.001. DEFINITIONS. In this chapter:
(1) “Reserve militia” means the persons liable to serve, but not serving, in the state military forces.
(1-a) “Servicemember” has the meaning assigned by Section 161.551, Health and Safety Code.
(2) “State militia” means the state military forces and the reserve militia.
(3) “State military forces” means the Texas National Guard, the Texas State Guard, and any other active militia or military force organized under state law.
(4) “Texas National Guard” means the Texas Army National Guard and the Texas Air National Guard.

“The site they had intended is not being considered at this time,” said Caron Brace, a spokeswoman for the mayor. “However, the urgent need remains.”
A spokesman for the Administration for Children and Families at the Department of Health and Human Services, which has led the effort to set up shelters for the children, declined to comment. But sources familiar with the decision said the agency is not currently considering Metro West or any other site in Maryland.

For illegally transporting children, Obama would simply blame Brewer because it happened in her state.
