He doesn’t have the gonads to do it. All that bluster on his tv show and in the campaign was for show, sort of like Republicans voting to repeal Obamacare during the last administration. Boy were we duped.
Vanity is about all we have left. Yes, if Trump didn’t lie about his promises and if he plans to follow-through, he should use his bully pulpit and demand congress pass a budget for the remainder of the year that honors it. He should call on Americans to demand their members of Congress do so. Look at the crowd Saturday. It is reflective of his support. This will evaporate if he sells out on everything as appears to be the case. If words do not turn into actions, he’ll find himself quite lonely rather quickly.
Exactly Pres.Trump needs our help.If he can take the time to run the country for us the least we can do is “primary” some of the worst pols in the country.

I don’t know that it’s up to Trump so much as it’s up to us. A groundswell of upheaval from the fed up people who voted for Trump would be powerful. I agree. The two prior ‘shutdowns’ have occurred under Clinton and Obama regimes.
Now with President Trump in charge he can shutdown the departments and agencies that have been a pain in the butt for conservatives.
I remember that Obama targeted the National Parks for shutdown as that would irritate the most people.
