Michael Tubbs, the 26-year-old mayor of Stockton, California, thinks handing out $6,000 a year to low-income residents (with no strings attached) is the way to lift people out of poverty.
Stockton is absolutely Ground Zero for a lot of the issues were facing as a nation, Tubbs told CBS San Francisco (video below). Ideally, I would like to serve 100 families for 18 months at $500 a month.
Stockton is experimenting with a welfare program called universal basic income, which gives low-income residents $500 a month, no questions asked. The money is coming from a private grant.
The California city, which went bankrupt in 2012, has recently made strides to become more economically viable, but is still struggling.
Mayor Tubbs, who was endorsed by Barack Obama, took office in January 2017. He is Stocktons first black mayor, and its youngest-ever at age 26.
I feel that as mayor its my responsibility to do all I could to begin figuring out whats the best way to make sure that folks in our community have a real economic floor, Tubbs said.
The money for the universal basic income project comes from a $1 million private grant from the Economic Security Project, which is co-chaired by Facebook co-founder Chris Hughes.
Dorian Warren, whos co-chairman the Economic Security Project, said the program will keep track of what recipients do with the money, and how having a universal basic income affects their self-esteem.
What does it mean to say, Here is unconditional guaranteed income just based on you being a human being? Warren asked.

There are apparently people, with money, even stupider than the mayor.
That 6 grand will quickly go up in smoke...or up the recipient’s nose.
So. When that money runs out and those people became dependent on it, then what?
There is no hope for these people. Once a mind adopts liberal thinking, there is no returning to sanity.
There is no way to reason with people who think that this is a solution to anything.
Socialism works until you run out of other people's money. People are not poor because they have not been given enough. They are poor because they have not given enough. Give and it shall be given unto you.
There is no form of stupidity that socialist cannot out-stupid.

Another “scientist” unfamiliar with the Observation Effect.
I don’t have an issue with private grant money being used in this fashion, because more than anything it will prove that Socialism is great, “until you run out of other people’s money”!
Bottom line, less than .05% of those receiving these funds will rise up from their current economic status. And less than .05% of that .05%, will provide any money back into the fund that helped catapult them out of their old economic station.
I just hope the news stories will be around to report the situation and chaos that will transpire when the city no longer has any money to provide these people! THAT will be the REAL news story! I will bet that a good portion of these people will DEMAND that they continue to get their stipend for “existing”; they care not, from where the money comes - they just want the money “owed” to them, for being poor!

Keep in mind they will likely be getting this money in addition to their food stamps, 2-3 free meals a day for at least the kids in school, WIC benefits, Medicaid, free 0bama phones, possibly unemployment benefits and/or disability benefits.
Many of them will live much better than lots of hard-working, taxpayers.

Stockton went through bankruptcy without addressing PE pensions, even though the Bankruptcy Court told them they could give PE pension benes a haircut. So they will be back in bankruptcy again sooner rather than later. Sooner still if they try this stunt.
