Aha! That’s where you’re wrong. Any shooting of a black person by a police officer is presumed a lynching until the demonstrators are done trashing everything in sight and go home, and/or until something else makes the news cycle, whichever comes first.
I think it’s an elision of “is” but that is bad form for a headline.

That would be a fairly innocent style mistake. The problem is that here are two attorneys, as noted in the article, which means it’s actually an attempt to create a plural. If you’re in the business of writing stuff that’s a pretty unforgivable mistake.
