Almost all senior administrators carry a top secret clearance with them for a while (maybe years?) after their official term ends.

Perhaps Trump or a lawyer wrote FISA on post it notes and stuck them on FISA documents.
Trump had a right to see the fake FISA applications because it was all a lie and part of a long-planned conspiracy to conduct a “soft coup” against him and his presidency.
