Across the country, it’s increasingly common that new homeowners will buy an HOA-governed property.

Sad. Most young kids buying houses nowadays just don't know...

Yes, you can. Don't count on being able to enforce them.

Some "covenant-controlled properties" around here once had such provisions, which were of course voided by summary orders of the courts.

Depending on where you live, a great many items in HOA bylaws have been voided by State legislation in the last decade or so. Board members are often unaware of those changes until the HOA loses an expensive lawsuit.

“The board meetings usually turn out about five people who have specific complaints.”

And many times they are not the responsibility of the HOA but the owner trying to get something done for free on the HOA nichol. We had a lot of people wanting to get their interior walls painted and everything outside of the wall, like paint or stained items, was the resposibility of the home owner. Just people anymore. Glad I’m out of it as the HOA was not the problem, the people were.
