Mayor Ray Nagin said he's worked for weeks to try to find the financing that would allow him to keep the city workers on the payroll, but...that isn't possible.
He said it's with "great sadness" that he must announce that the city can't hold onto its dedicated workers. He thanked those who've served New Orleans.
...he hopes the affected workers will "land on their feet."
Police and fire crews won't be affected by the layoffs.

It could be nothing, nothing as in these 3,000 people on the City's payroll didn't exist anyway...like some of those AWOL policeman who didn't exist.
Do they really not exist or simply don't show up for work?........

The FBI began investigating the New Orleans police who had abandoned their post during Katrina and of the more than 500 screened so far, 84% don't exist.
Tony Snow said, of the 1700 police working for New Orleans, maybe only 1000 really exist.
Where was that payroll money going?
We can be relatively sure it is not flood control or levee improvements.

Watta Jacka$$! No head for government bidness! He could just fire them and they would have to get unemployment from the feds. He's thrown everything else at the feds why not his 'imaginary friends' er, workers.
Maybe this is his way of taking the phantom employees off the payroll books.
