FWIW, I have scoured these pages trying to find some concrete evidence that this is a fake. Every time someone comes up with some fakery theory, I've done some research and found that the document still holds up.
If this is a fake, it is a really good one. The only way to tell, however, is to find another BC issued about the same time in the same province, or find the book and page number, or find that no such book or page number existed.

We'll see how well WND did their research. People on Media Matters and Daily Kos are all a twitter because of the ‘Republic of Kenya’ thing - but the Wash Post story from then about Kenya - says it was the newest ‘republic of the British empire’ in 12/1964 - this doesn't tell us how they perceived themselves, nor how their documentation may have read.
Still skeptical, but intrigued.
Of course the other weirdness, is the number, but numbers can be made to mean weird things coincidentally (just as Farrakhan, or any numerologist), and that in and of itself is just a circumstantial deal.

As to my thoughts and beliefs about this president- I consider him to be the single most significant danger to our nation than any we’ve encountered. But you wouldn’t know that- because you jumped the gun and decided to interrogate me.

Furthermore, I support Patriots forming Citizen Grand Juries to clean up corruption in Washington. Here’s how to do it:
12 Simple Steps to Clean up Corruption in Washington:
1) Advertise and Promote the Fact that you are forming a Grand Jury in Blogs, Local Newspapers and Community Organizations.
2) Form the Grand Jury and select a Foreman.
3) Select a Private Attorney General to make Presentments to Grand Jury, if local DA refuses to make presentments.
4) Select a convenient Meeting Place.
5) Communicate with all Citizens who have criminal information to present.
6) Schedule presentments by said Citizens.
7) Subpoena documents from Government Offices and Officials.
8) Schedule presentment of said Documents to Grand Jury by Grand Jury Attorney General.
9. Have Grand Jury Attorney General present said Documents to Grand Jury.

No, you’re being emotional. One can tell by your stubborn refusal to use anything approaching logic. How can it be stamped prior to this? Easy, a stamp is made and it’s stamped on the page. If you can’t think of a way that this could EVER happen, maybe you’re not qualified to be commenting on this issue.
It could appear quite easily. We don’t know what they were putting on internal documents in the interim 10 months between the independence and formal declaration of a Republic.
It’s close to definite that they would NOT want to use documents from prior to their independence. They would have wanted to be rid of any of the British colony stuff. But would they have wanted to go to the expense of printing new documents that they would only be using in the 10 months before declaring as a republic, when they KNEW that the change was coming? Letterhead wasn’t printed on a deskjet in the other room back then. It had to be designed by a designer and printed by a printer. That was a costly undertaking.
Frankly, the whole ‘Republic’ thing is childish. Could it be a clue that the document might not be real? Possibly. But I think it’s more likely to be correct, since a forger who went to the trouble that this one did would have been unlikely to screw up such a simple thing to research. There are also logical and plausible reasons that they might have been using that letterhead in the interim 10 months.
But hey, maybe the authenticator will find the document is phony and then you can proudly say that you were right to jump to conclusions instead of withholding judgment until the facts came in.
Of course, all this is just wasted keystrokes talking to a guy who was one of the heads of the Romney slime machine anyway. So, carry on repeating your emotional responses.
