ASSIGNMENT OF NATIONAL SECURITY AND EMERGENCY PREPAREDNESS COMMUNICATIONS FUNCTIONS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.

Yep. I also didn’t see any mention of CIA in the new order like there was in Reagan’s. The Reagan EO also nullifed the previous one, which I did not read.

WHen I read this post,and the EO, the first thing that came to mind was an EMP attack..

I unjoined myself from ARRL when cw was dropped as a license requirement. Shouldn't be allowed to be a ham without it. It is cw that will get thru in an emergency not voice. Hook a mike up to a spark gap and tell me how it works. So the amateur community has been dumbed down ... Always wondered why... Maybe now I know?

In 2003, the International Telecommunication Union (ITU) ratified changes to the Radio Regulations to allow each country to determine whether it would require a person seeking an amateur radio operator license to demonstrate the ability to send and receive Morse code. The effect of this revision was to eliminate the international requirement that a person demonstrate Morse code proficiency in order to qualify for an amateur radio operator license with transmitting privileges on frequencies below 30 MHz.[14] With this change of international rules, the FCC announced on December 15, 2006 that it intended to adopt rule changes which would eliminate the Morse code requirement for amateur operator licenses.[14][15] Shortly thereafter, the effective date of the new rules was announced as February 23, 2007. After that date, the FCC immediately granted the former Technician Plus privileges to all Technician Class operators, consolidating the class into a single set of rules.

Was it back in the early 2000’s when there was enough concern about an EMP attack that they had a commission created to investigate how much damage an EMP attack could do and how to decrease the vulnerabilities? If would make sense for something like this to be put in effect shortly after the commission came out with its report.

Do you know the history of this particular EO? I mean, has there been an EO like this one in effect at some time before now?

My question has been whether Soros’ preferred method of martial law is another run on the bank, or an Iranian EMP attack. Heck it wouldn’t even have to be the Iranians who did the attack, as long as it could be made to LOOK like the Iranians had done it. But I think the Iranians may already have the capability, given N Korea’s cooperation on creating nukes, their own delivery systems which they’ve tested for EMP capabilities, and Venezuela’s offer to use their country as a missile launch site for Iran.

I wonder if this EO just lays the groundwork for Obama to take over in a full coup if the means to martial law is an EMP attack. An EMP attack would make it much, much easier for Hezbollah sleepers in the US to wreak havoc than a financial collapse would. And an EMP attack would also create a financial collapse even larger than what an electronic run on the bank would.

My worst-case scenario has been an EMP attack shortly before the election, followed by Hezbollah operatives enacting a full-out coup for Soros’ communist-Islamist alliance. I’ve thought that they would perhaps try smaller things such as race riots or an electronic run on the bank but that if neither of those seemed likely to be successful (a big enough crisis) they would go for an EMP attack, and Iran has the means and motive to do that.

They probably would also be willing to work with Soros on the timing - since Soros, Islamists like Ahmadinejad and all the Muslim Brotherhood and Salafists who have taken control of the Middle East while Soros/Obama winks, and communists such as Hugo Chavez and Fidel Castro who have launch sites close enough to be dangerous to the US...share Soros’ goal of destroying the US. Soros has said he doesn’t want the US to win the “war on terror” because then America and capitalism will be strong, and America and capitalism are the world’s two great evils that Soros, who believes he is God, has to get rid of.

Soros, who says he owns the democratic party (and now with Barack Obama as his puppet has control over all US military, intelligence, and technological capabilitie) believes he is God, and Ahmadinejad believes he is supposed to create Armageddon so the 12th Imam will appear. He believes that they cannot possibly lose a nuclear war because if they are ever able to start one the 12th Imam will finish it for them.

People need to seriously consider what these 2 “abominations that cause desolation” could accomplish if working together - especially because Soros’ own words make it likely that they ARE working together.

My projection was an attack upon families and children at a major theme park, the attackers are “identified” as either right wing militia radicals and or Mexican drug lords/gangs.

This is to gain momentum to establish sentiment for a national mandate of surrendering firearms.

Whoever is available will be the weeks favorite patsy by Obama, and this weeks menu has Iran on top. So its a fair guess Iran will be touted as having operatives in America, these agents may have built or smuggled in EMP devices.

Now the timing must be critical.

It will be another historic con job, America is attacked again and someone else will get the blame, Obama gets the sheeple all wound up and in a bind when they lose coms for a day or two and will be votefully grateful when the demigod messiah restores all.

Executive Authority

Executive Order 12656 “Assignment of Emergency Preparedness Responsibilities”, February 16, 2004 plus Executive Order 13074, Amendment to EO 12656, February 9, 1998.
“Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry.” [4]
Executive Order 11921 “Adjusting Emergency Preparedness Assignments to Organizational and Functional Changes in Federal Departments and Agencies” allows the Federal Emergency Management Agency (FEMA) [stated as the Federal Emergency Preparedness Agency] to “develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.” [5]
“FEMA’s powers were consolidated by President Jimmy Carter to incorporate: The National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities; The 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy; The Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and The International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.” [6]
For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended. [7]

This order, signed February 22, 1983, by President Ronald Reagan, “sets up ten Federal Regional Councils to govern ten Federal Regions made up of the fifty States.”

The following EOs all fall under EO 12919: [8]
EO 10990: “allows the government to take over all modes of transportation and control of highways and seaports.” [9]
EO 10995: Federal seizure of all communications media in the US.
EO 10997: Federal seizure of all electric power, fuels, minerals, public and private.
EO 10998: Federal seizure of all food supplies and resources, public and private and all farms and equipment.
EO 10999: Federal seizure of all means of transportation, including cars, trucks, or vehicles of any kind and total control over all highways, seaports and water ways.
EO 11000: Federal seizure of American people for work forces under federal supervision, including the splitting up of families if the government so desires.
EO 11001: Federal seizure of all health, education and welfare facilities, both public and private.
EO 11002: Empowers the Postmaster General to register every single person in the US.
EO 11003: Federal seizure of all airports and aircraft.
EO 11004: Federal seizure of all housing and finances and authority to establish forced relocation. Authority to designate areas to be abandoned as ‘unsafe,’ establish new locations for populations, relocate communities, build new housing with public funds.
EO 11005: Seizure of all railroads, inland waterways and storage facilities, both public and private.
EO 11051: Provides FEMA complete authorization to put above orders into effect in times of increased international tension of economic or financial crisis (FEMA will be in control incase of ‘National Emergency’).
EO 12919 “Apparently Allows Cabinet Heads to Make Direct Loans to Government Contractors.”

Read these EO’s very carefully. The wording change moves them out from under the Emergency Powers to being implemented anytime. ...the ability to communicate at all times and under all circumstances ...

He is nationalizing sectors of American industry, information, and communication.

Truman tried something similar in Youngstown Sheet & Tube Co. et al. v. Sawyer. The court ruled Truman unconstitutional under the National Emergency Orders. The authority wasn't there. Read more here: http://www.independent.org/publications/article.asp?id=1394

0bama has now put that authority there with changing the wording. You all think I am nutso to keep harping on this stuff...the wording changes...but to dismiss those changes that take these EO’s from times of emergency to now include anytime is very, very significant. He has essentially circumvented the law...even if it goes to the Supreme Court.

He also has circumvented needing congressional approval to seize almost any and all facets of infrastructure. ANYTIME.

The virus warning is just a cover up for this EO.

There's a down load to eliminate the new virus in your computer. What if the download itself WAS the new government control virus, and people downloaded it voluntarily.

Things are not always what they seem.

It's about creating a means to preserve military and government communications in a disaster or emergency; anything from full-scale nuclear war to an EMP to a massive solar flare to a crippling cyber-attack.

Exactly. This is nothing new; not really. This EO was first enacted during the Cuban Missile Crisis and has been renewed by every POTUS over the years, including Carter, Reagan and Bush I and II, with numerous revisions and new language over the years to keep up with new technologies.

When there are severe weather events and natural disasters; outbreaks of tornados, floods, hurricanes; earthquakes, wildfires or some other type of public emergency like the 9-11 terrorist attacks and the EBS breaks in on your local radio and TV with emergency messages and instructions, how exactly is that impeding your “free speech”? Well, it doesn’t.

This is not, IMO about shutting down civilian access or use of the internet or that of commercial broadcasting, except for communicating EBC messages, but it really has to do with tasking the numerous federal agencies; many now very dependent on internet connections, cyber communications, cloud computing and cellular technologies, with coming up with actual and firm contingency plans for communication in the event of massive power outages and internet disruptions as the result of a natural disaster, an EMP attack, a massive solar flare, cyber attack or any event that effectively shuts down the types of communications we are now so dependent on.

FWIW, when we drive on our interconnected interstate highway system, we would do well to remember that the Eisenhower administration didn’t do this back in the 1950’s to make it easier for us to drive to Boca FL to visit grandma or drive our RV’s on cross country trips, but to enable the military to have easy access to get around quickly in the event of a nuclear war. Heck, even the internet it’s self was initially a development of the DOD as a means of securing uninterrupted national defense communications. That the internet morphed into something much bigger with many civilian uses was just a happy accident and outgrowth of something that was never initially intended to serve that purpose.

As far as where we are technology wise now days; I work as a payroll/HRIS manager for a rather large company. Last Monday our internet provider had some type of major equipment failure (perhaps because of the massive thunderstorm in the Mid-Atlantic) that completely cut us off from the internet and from all external emails and that pretty much shut my department down from doing any meaningful work for most of the day; and without internet and email access we pretty much couldn’t do anything, especially process payroll as our payroll system is “in the cloud” through our payroll vendor; i.e. without internet access, we have no access as the system and stored data is not resident on our own internal servers and even if it was, we’d have no means of transmitting that data to our vendor without an internet connection. I was on the phone with ADP and our IT department to determine our contingency plan in the event that our internet service didn’t come back on for several days as that would mean we couldn’t process payroll for several hundred people. Fortunately by the end of the day on Monday, our internet and email services were restored and life went on and people, including me, got paid on time. : ),

But it was an important lesson for me. So I’m now working on developing a comprehensive emergency contingency plan in conjunction with our IT department and our payroll vendor in the event that we experience a much longer term power outage and or internet disruption so we can still get our people paid, even if that means processing manual checks, paying people based on the last payroll run, and or estimates of time worked if our electronic time clocks go down or even loaning folks a small amount of cash in a catastrophic event to get by for a few days and making adjustments later on. Of course, I can’t do anything about ATM’s going down, or banks being closed and the like, but I can do my very small part to ensure that we’ve done what we can as a company in case of a catastrophic emergency to help our employees get through a catastrophic emergency.

BTW, I was working as PR manager for a company in Baltimore-Washington area on 9-11. We had finished processing PR but the bank that we sent our funds to for direct deposits was located in lower Manhattan and for very obvious reasons, the wire transfer couldn’t go through. Our company shut down early as it was near chaos; schools were closing early, people were scared and leaving work to go pick up their kids and go home, etc. but I stayed late and was the very last person to leave the building because I was working with our payroll vendor and bank to re-route the payroll funds through several alternate banks across the country as the very last thing I wanted to have happen, with all the chaos and unknowns on that day, was to not get people their pay.

In am EMP attack, coms will be lost for much longer than a day or two. The entire infrastructure will need to be rebuilt.

It will be months at a minimum, possibly years. That's why prep should be for a minimum of two years.

In Article I Section I of the Constitution it is clear that all legislative powers reside in Congress. The Executive Branch has the responsibility to execute the laws passed by Congess. An Executive Order is not legislation it is a order issued by the President to enforce laws passed by the Congress. While Executive Orders are not mentioned in the Constitution it has been a precedent for a President to issue Executive Orders that he deems to be necessary and proper.

The “Necessary and Proper” clause in the Constitution found in Article I Section 8 was not intended to give Congress and the authority to do whatever they felt was a good idea. This clause meant that they had the authority to pass any legislation that was necessary and proper to implement the powers delegated to the United States in Article I Section 8.

The President is the Chief Administrative Officer of the Executive Branch of Government and has the authority to implement policies and procedures that are neccesary for the administration of the duties and responsibilities that have been assigned to him by the Constitution. Policies and procedures passed by Congress are called laws and effect all of the people. An Executive Order is a policy or procedure issued by the President that is a regulation that applies only to employess of the Executive Branch of government.

Any Executive Order that has any effect on individuals that are not government employees in a violation of Article I Section I. Whenever the President issues and Executive Order that extends to all of the people. Congress has a responsibility to the people to veto any Executive Order that has any effect on non governmental employees.

When a President issues an unconstitutional Executive Order and Congress allows the order to stand they are violating their oath to preserve, protect and defend the Constitution.
