Why doesn't he call on the town council or mayor of Ferguson to declare a curfew? Why does it have to be the President?

The president doesn't have that kind of jurisdiction within a state.

With all the gangs there and activist crews operating there now, from outside the area, this isn’t going to go away until they do impose something that will clear them out....a curfew isn’t going to work....I think these folks will come out in mass just the same.
