When a budget is handled through the appropriations process, that’s what happens. When you govern by CR, as Obama/Reid have forced us to do for the last six years, it doesn’t.
A solid achievement of a Republican Congress would be to return to something approaching a budget process again. Then, electing representatives who will shrink that budget appropriately.
Boehner didn’t mmention this perhaps because he doesn’t know of it.

So that last paragraph means that Congress can fire and not pay the CZARS that were appointed by Executive Order?
I think they’ve always had that power if an EO was used.
Probably one of those “gentleman’s agreements” that they don’t go after them.
A couple of those CZARS are not mentally right...Emmanuel is one, and then that guy who said two year olds should be allowed to be killed, that was insane. I say just sweep the whole CZAR category in the trash...waste of money.
