Heroin is a literal narcotic, i.e. a sleeping drug. Marijuana doesn’t normally make people thrash about. The toxicology is wrong to suggest “the drugs made him do it.”

the drugs may likely have put him in a frame of mind in which he did not know WHAT he WAS doing.
The drugs didn’t have to make him do it. If he was under the influence and decided to hurt himself, however, would make it easier for him to go all out.
I think the cops were messing with him. Driving their van at high speed than stomping on the brakes which caused his body to careen around the van and is what caused the severed spine
They wouldn’t make him do it but the heroin would definitely stop/reduce the pain. I could see no other way a person could purposely Break their own neck other than hanging.

I worked for 20 years in the ER of a major city hospital.I've see more heroin ODs than you've had hot dinners.If you have a couple of days I'll tell you some stories of the havoc that heroin addicts are capable of causing.
Both marijuana and heroin, though generally depressants, can cause any manner of bizarre behavior as well.
You smoke a lot of pot? It definitely can induce paranoia, to the point of panic attacks.

If swallowed a large quantity and felt like he couldn't breath, that may explain why he was banging his head against the walls, fell and broke his neck.
