Oregon is about to embark on a first-in-the-nation program that aims to charge car owners not for the fuel they use, but for the miles they drive.
The program is meant to help the state raise more revenue to pay for road and bridge projects at a time when money generated from gasoline taxes are declining across the country, in part, because of greater fuel efficiency and the increasing popularity of fuel-efficient, hybrid and electric cars.
Starting July 1, up to 5,000 volunteers in Oregon can sign up to drive with devices that collect data on how much they have driven and where. The volunteers will agree to pay 1.5 cents for each mile traveled on public roads within Oregon, instead of the tax now added when filling up at the pump.
Some electric and hybrid car owners, however, say the new tax would be unfair to them and would discourage purchasing of green vehicles.
"This program targets hybrid and electric vehicles, so it's discriminatory," said Patrick Connor, a Beaverton resident who has been driving an electric car since 2007.

And the people of Oregon really think if this scheme is ever implemented the gas tax will be forever repealed?
Apparently some Americans are just begging to be controlled.
States are looking for steady flow of revenue to fund their chop shop bureaucracies.. ie.. slice and dice tax dollars from working people and giving it to illegals and lazy welfare recipients.
Its just one more way to screw more people and get re-elected by the loonies who benefit most from it.
Actually gas is more progressive because gas consumption has a direct relationship to torque applied to the road surface thus causing wear and tear. Per mile is totally regressive. Stupid liberals. Why should a compact 1.5 ton car pay the same as a 3-4 ton truck.
But what if you live in Klamath Falls and all those miles were driven in California ??? KF is about 15 miles from the state line..
Or you live in Portland but travel on the roads in Washington state ???
Or you might live in Idaho but cross the Snake River to Huntington, Oregon every day to work Do you have to pay some kind of user tax to OR ???
etc...

So they will eliminate the state fuel tax?
Thirty or more years ago, the price of the annual vehicle registration in Ontario was based in the number of cylinders, the more cylinders, the higher the fee. Of course, everyone was switching to four-bangers from V-8s, so they made it just one price, what it had been for V-8s! Your government, doing to you what can.

It's no different than a Pimp (feds) and a Hooker (people).

And that seems to be the path we are heading down. Hopefully, the American people will wake up.
Somebody has to pay for road construction, maintenance, and repair.
That somebody should (IMO) be the people who use the road.
I invite folks here, who do not like the current or proposed methods of raising road construction, maintenance, and repair funds, to propose what they think would be honest, equitable, and non-intrusive methods of collecting those funds.
Oregon gas tax is 30 cents a gallon. So basically anyone whose car gets better than 20 miles per gallon will see taxes go up at the 1.5 cents per mile rate. This is a windfall for people with big trucks, cars, and SUVs.
They won't. They will (and do) have weight classes.
In the future, I see a LOT of cars in Oregon being registered in Idaho.
If a state (Washington) can set bridge and road tolls by a commission, they can surely set fee per mile by commission, too. I just wouldn't count on the toll staying at .015. But if the 'commission' says we have to raise the rate, hey, they're the "experts."
Also in Washington State, the state constitution limits gas tax spending to highways and ferries. No such limitation on tolls.
