I’d be willing to bet that if this is about stage magic, the “rare and valuable” has some significance that means money in some way. Whether it has to do with intellectual property and the level of a crime of theft of such reaches a particular level of crime (for punishment, damages, sanctions, etc.).

It’s always about the money with a politician.

Another pathetic waste of time for what should be a part time congressional body.

Your answer is in part two of the resolution, after a couple dozen “Whereas’s”:

“Now, therefore, be it

Resolved, That the House of Representatives—

(1) recognizes magic as a rare and valuable art form and national treasure; and

(2) supports efforts to make certain that magic is preserved, understood, and promulgated.”

We pay them $176 k per year for this sh*t? With all the problems in this country, they are wasting time on magic? How about a disappearing act? Permanently!
