One could certainly argue that they have the right to act but even if they have the ability I doubt they'd do so.Why,you ask...well,consider that their military is called the "Self Defense Force".

We have the capability which is limited by the number of interceptors we have. I worked on an advance sensor program. Our sensors are capable of detecting, tracking and most importantly, the information they gather is used to steer the interceptor so that our interceptors are able to destroy a limited number of intercontinental ballistic missile threats.
We don’t wast interceptors on non-threats.

If you're correct regarding our capabilities (which I'm willing to accept as accurate) then it seems to me that shooting down *one* would send the Norks a very strong message.That message would be even stronger if we were to let it slip that two of our boomers were parked 100 miles of their coast as we shot their missile down.

Japan is the only active threat. The Threat to the USA is passive and perhaps bluster.
The missiles over flew Japan. therefore a purely defensive military act would include shooting them down. It can be argued that Japan was actually attacked but that the attacking mssiles were faulty and missed.
Under treaty, if asked by Japan, America is obligated to shoot them down. If South Korea concurs, it can happen

Since WW2 Japan has not, per their constitution, been allowed an offensive military force. A great relief to their neighbors.
For some time they did not have a coast guard, the US took care of even that.
They now have a military that is small and defence oriented.
It would take an amendment to the Japanese constitution to build an offense oriented military.
Knowing the Japanese they probably have just such an amendment written and waiting for the proper time.
It is probably in the same envelope with the legislative bill to assemble the nuclear components they do not have to build the nuclear weapons they do not have. Yet.
It is ancient and simple strategy. If the NORK missile poses no threat then don't give away a capability that may or may not work. To paraphrase Donald Rumsfeld, "They don't know what they don't know".
