By any measure, Republican Gov. Jim Gilmore is in the throes of a flameout that could be described as remarkable. Since January, his relationship with the GOP-controlled legislature has soured. Members of Congress are being asked by a taxpayers’ group to forgo an automatic pay raise scheduled to take effect in January 2002.
