SEATTLE -- A lawyer for a Lynden man charged with temporarily blinding the crew of a U.S. Customs and Border Patrol helicopter during a mission last fall says he shined a spotlight at the helicopter out of curiosity. the Blackhawk helicopter was hovering only about 600 feet above Groen's home just before 10 p.m. on Sept. 22, and Groen shined a spotlight at it to see what it was doing. Seattle City Light is giving away thousands of energy-saving light bulbs, and water-saving faucet aerators and shower heads. Door-to-door contractors will even install them on the spot. The neighborhood outreach project, called "Powerful Neighborhoods" aims to solve a local power problem. "We did some survey work and discovered that fully a third of the people in Seattle had no CFLs (compact fluorescent light bulbs) in their home at all," said Seattle City Light Energy Management Supervisor Andrew Gibb. KENT, Wash. -- Veterans are fighting mad after someone stole nearly a dozen memorial plaques from the Tahoma National Cemetery. Workers discovered Monday morning that 11 bronze memorial plaques were ripped from their granite foundations. Cemetery director Jim Trimbo believes the theft happened sometime over the weekend. The large plaques were held in place with brass screws and epoxy. "I'm mad as hell," said Trimbo. "There's no reason for this. There's absolutely no reason. While I was leaving work I heard what sounded like 2 Sonic Booms at 1:50 PM PST about 10 seconds apart, that shook my parking garage. Four miles away picking my son up at the dentist office they heard the same thing, and it shook their building. Four more miles away my neighbor heard the same thing, and it shook a few things off of shelves.

The Department of Licensing (DOL) announced Friday that it will reimburse fines for up to 3,000 traffic citations that may not be valid. Those citations were issued by various cities and jurisdictions after 2007 and include cellphone violations that occurred before July 1. People who paid questionable fines should go to the jurisdiction that issued the fine and request reimbursement. The state, in turn, will reimburse the various agencies. The DOL says the 3,000 or so tickets eligible for refunds are worth an estimated $400,000, money that will come from the agency's budget. The DOL said it will be up...

In Arkansas, Huckabee commuted the sentence of Maurice Clemmons, who went on to shoot four police officers in Washington last year. SEATTLE (AP) - Police are looking for a Washington Department of Licensing employee accused of illegally selling identification documents to immigrants. The U.S. attorney's office in Seattle says Melanie Yoder failed to show up for work Friday at the Bellevue licensing office. She is charged with conspiring with a Brazilian immigrant, Rodrigo Moura, who was arrested Friday in Kirkland. The criminal complaint says Moura charged $3,000 for a license and paid $500 to Yoder to handle the paperwork. In June 2009, Yoder issued 45 Washington drivers licenses and identity cards to people claiming to be from Brazil. The FBI was...
