Authorities in Winona are considering whether to charge a woman accused of grabbing a man by the genitals and yanking hard enough for him to need stitches. A Morgantown man accused of flashing a woman on the Caperton Trail in July will undergo a psychiatric evaluation to determine if he is able to stand trial. David M. Martin, 23, of Donley Street, is charged with two counts of indecent exposure, stemming from two incidents on July 10. Before his scheduled trial Monday afternoon in Morgantown Municipal Court, his court-appointed attorney, Ed Rollo, requested a mental evaluation for his client.
