The midstream company planning to build one of the largest crude oil storage facilities on the Gulf Coast said Thursday that it had reached a deal to fund the first phase of construction on the project in southwest Houston. Texas health officials are asking a federal judge to dismiss a lawsuit by immigrant parents who were denied birth certificates for their U.S.-born children because local authorities refused to recognize as valid certain forms of identification. Last month’s DART train shooting that left two men wounded was sparked a month earlier by a cigarette lighter, authorities say. Patrick Klaypenh told police the dispute began after he got off a train early May 10 at the LBJ-Skillman Station and was approached by Curtis Langrum, who asked if he could borrow Klaypenh’s lighter. A recusal hearing to address a complaint against McLennan County Justice of the Peace W.H. “Pete” Peterson related to the May 17 biker shooting at Twin Peaks will take place at 10 a.m. Thursday and be presided over by a Bell County judge, legal documents show.
