I need advice and protection, because I get stalked and tracked daily in Southern California.

None of what you say squares with you not knowing this person. HOW would ANYONE know any of that about you? This makes us all weird for even reading any further!
Being that this is clearly a serious issue, you need to involve as many people and institutions as possible. You need to tell all of your friends and family about your situation.
Keeping law enforcement fully updated is prudent, and you should let your medical providers know what is happening to you.
If you should feel threatened in any way, feel unsafe, or feel that people around you may not be safe, go to a police station, a fire station, or a hospital and tell them everything.
Is this woman an ex-girlfriend?
If the sheriff tells you “not to be involved” that probably means they don’t believe you.
That probably means you were not calm enough and relaxed enough to persuade them anything real was going on...
That is a lesson for the next time you visit them.
Treat this like a boring accounting spreadsheet.
You have to figure out all the numbers and the balance sheet has to balance but it is boring boring boring—zero emotion.

Your private investigator needs to develop a full dossier on her:
Name
Address
License Plates
Vehicles
Phone Number
Current and previous jobs
Police record
Prison record
Credit check
Gang affiliation
etc etc etc
One copy of the file goes to the local police.
One copy goes to the state police.
One copy goes to ten other people you trust.
Then you move far away.....no excuses...just do it.
Me? I’d take a day or two off and stalk THEM right back..
THEY have to do normal stuff too sometime.. grocery shop, etc.. Don’t engage, just let them KNOW you are on them and NOT happy.
They won’t be comfortable with it when it happens to them.

Listen to your friend. And get trained on small arms weapons and get one.

Back in the day, a damsel in distress would seek out several male friends of..shall we say..the “pursuasive” type to “advocate” for her. Don’t know about today.
In your case, in my opinion, any person who is a true stalker should be considered a dangerous psychotic. Police report for openers. Defensive weapon(s) of some sort to the extent that wretched state allows. If nothing else, a long hat pin in your hair to run into an eyeball if necessary. No time for mercy or compassion,

On a side note I hate to think of the thousands of women across the country who have restraining orders and when the husband/boyfriend comes to get them again, they waive it in their face. Instead of a weapon.
And as they do so, they are beaten and even killed.
I said upthread.... Self defense is your best option to relieve your fears and worries. Talk to a pastor/priest? Sure. But he isn’t going to be there when and if you’re in trouble.
And as others have said.... Document everything. As you’ve been doing with pictures.
No, this is not paranoia. If they are following her around to different places and sitting there watching and leaving when she leaves, that is real.
It is reprehensible that you are blaming the person being stalked and accusing them of mental health issues. You should be ashamed of yourself but I doubt you have that much conscience.
Perhaps she could get some trusted people to stay with her and observe things and help her assess whether it is real or not.
There are such things as stalkers. They are rare. And they don’t work in groups unless they have a good reason ie you are a huge target of influence.
Your calling into question my conscience was nasty. I am trying to be compassionate to someone I think is suffering. I have dealt with paranoiacs before. It is no way to live. They need reassurance and comfort, not stoking of their fears.

Cbgb, this is possible, although the poster did not offer any reasons why s/he would be stalked by this largish group in this manner.
So perhaps a trusted friend or family member or two could stay with him/her for a week or two and help assess whether the threat is indeed serious or if paranoia in some form has set in.
Suggesting that it is all in their heads is NOT compassionate.
It is blaming the person for the situation and from the looks of it, it is real.
