Wow, we can have fun with that one. My interpretation is that Trump already suspected he was being bugged, and so he wa preparing the surveillance trap behind Deep State Gate and the Fake News that grew around that.
Trump was already "fabulously wealthy" before being elected and he has declined the salary for the office. He has never been idle according to his children, who should know.
