The Gov could have called for a mandatory evac and he didn’t. Why? Because there’s a population of 2.3 million people in Houston, not to mention the other cities & towns in the surrounding areas.

Why did anyone in Houston have to wait for an evacuaion order ?
Some people would have gone to other relatives in the state. Elderly could have gone to other nursing homes in the area on higher ground.
Well, the white Republican Judge supposedly talked to the person who was doing the warning from that law firm and said leave the emergency warnings to Emmett and officials.

This is a perfect example of what you see in the movies.

Concentrate on the ones who need to go: folks in high risk areas and people who can’t take care of themselves. Anyone you can move or get to go is one less person you have to feed, water, toilet, and shelter in a recovery zone.
One thing the Mayor mentioned and I agree with is having a million people trying to flee Houston would have caused bigger problems.

Exactly!! They should have known that a stalled hurricane and hurrricane remnant would be disastrous. Irene lingered for days in upstate NY and the flooding was severe.
The Houston mayor has access to very precise flood zone maps and could have evacuated the low lying areas and a further ring out from those areas.
It is a straw man excuse that he has put up that he could not evacuate the entire population of Houston residents - he did not have to evacuate all of them. Duh! (directed at mayor)
City ‘leaders’ can’t say the cost and effort of protecting the evacuated areas from looters would leave no LEO for search and rescue, law and order.

I will bet a dollar-to-a-donut that an EOC in Texas has a written evacuation plan.
Now, have the EOCs practiced the drill and know when to pull the plug and say, “ALL ROADS LEAD OUT OF HOUSTON?”
So if you were a a Houston citizen..would you want him to tell the truth about the Army Corps of Engineers report that was leaked..or would you want to be lied to about potential for disaster?

Yes. The lesson is don’t trust the politicians. They are going to make decisions based on their popularity and reelection. Use your own brain. My guys all stocked up, got their housed ready, and a couple even moved to a hotel.
People die because these guys will always put politics first. And because the majority of any population are always too lazy to think for themselves.
