“Here, Ukrainian forces conducted a series of missile strikes concentrating on the Russian logistics and an airstrike on the Russian command headquarters responsible for the Avdiivka offensive, all in an effort to undermine the Russian offensive because today, Ukrainian fighters in Avdiivka faced a lot of powerful attacks.
First of all, Ukrainian forces conducted a successful HIMARS strike and destroyed yet another fuel depot in Donetsk. This is already the third fuel depot that got destroyed just over the last week. Russian analysts called it a defueling campaign and started raising the alarm about the situation, calling for the improvement of the density of air defense systems in the region to support the offensive operation.
Moreover, in order to complicate and derange Russian logistics, Ukrainians also struck Taganrok. Taganrok is probably the most important logistical hub for Russian forces in the Donetsk region because it has a direct railway connection with Donetsk and Horlivka. Local residents reported hearing multiple explosions, and recently released footage captures the arrival of 2 missiles.
By targeting Russian warehouses and logistics in Taganrok, Ukrainians limit the amount of reinforcements that Russians can send to the Avdiivka direction, while by targeting fuel depots in Donets, Ukrainians limit the possible use of heavy equipment that Russians already have on the front. Such campaigns are very helpful in alleviating the pressure on the front, which is extremely needed right now because Russian forces have finished regrouping and launched a renewed wave of attacks.
The most intense clashes took place in the northern part of the region, where Russians are not giving up on hopes of establishing control over Stepove. Today’s combat footage shows how Russians sent a huge assault unit to storm Ukrainian positions. The column consisted of around 15 armored personnel carriers that transported up to 200 Russian troops to Krasnohorivka, where they immediately ran toward the tree lines. Ukrainian fighters reported that many vehicles and troops were destroyed during the deployment and that they will release the video proofs shortly.
Some assault units are still supported with armor, although Russians no longer use many units. A several-day-old video shows that Russians send between 3 and 4 armored fighting vehicles to the contact line because the column is small and manages to reach the front. However, since Russians use the same trajectory every single time, Ukrainian artillery units have their guns pointed at these routes at all times, so the moment Russians get into this region, they face overwhelming artillery fire. Some Russian soldiers still managed to reach the tree line and initiate fighting. The same concerns the tree line north of Stepove. Recently released footage shows how a Russian armored fighting vehicle enters Stepove and then explodes on a mine. Russian sources used these geolocations to claim that Russian forces established full control over the eastern side of Stepove and the corresponding tree lines.
Ukrainian fighters from the 47th Mechanized Brigade responded to these claims and posted a video filmed by a drone that flew above the tree lines that Russians claim control over. The video features just a 100-meter section of this tree line. The video shows an unbelievable number of Russian corpses. These were the soldiers who never even reached Ukrainian positions and were killed by artillery or drones en route. In total, this 100-meter section had 48 corpses. So, the cost for every 100 meters of a tree line is around 50 soldiers. To be fair, Ukrainians do not control this territory either, so the square between the rails and Stepove is in the grey zone.
The Russian human wave attacks do work, and in order to minimize losses and prevent Russians from achieving their objective, Ukrainians use the following tactic. Ukrainians use their defenses to kill as many Russian troops as possible and, if necessary, step back. Eventually, when Russians face temporary shortages of forces and start regrouping, Ukrainians make a series of counterattacks to return as much ground as possible. So, the front line is necessarily shifting back and forth in this region all the time.

Day 662 of the russian full-scale military aggression against Ukraine has begun.
The adversary continues to ignore the laws and customs of warfare, using the terror tactics, launching missile and air strikes, and firing multiple launch rocket systems not only at the military, but also at numerous civilian targets across Ukraine.
During the day of December 16, there were 89 combat engagements. The enemy launched a total of 4 missile and 72 air strikes, more than 92 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have killed and wounded civilians. Private residential buildings and other civilian infrastructure were destroyed or damaged.
During the day of December 16, the occupiers launched yet another attack on Ukraine, using 34 Shahed-136/131 strike UAV. The Ukrainian air defense forces and means destroyed all of the strike UAVs.
Also, during the day of December 17, the russian occupiers launched yet another air strike on Ukraine using 7 Shahed-136/131 UAVs. All of the enemy drones have been destroyed.
Air strikes hit Bolohivka, Synkivka, Petropavlivka, Ivanivka, Pishchane, Berestove (Kharkiv oblast), Serebryanske forestry (Luhansk oblast), Terny, Minkivka, Druzhba, Pivnichne, New York, Oleksandropil, Ocheretyne, Novobakhmutivka, Avdiyivka, and Novomykhailivka (Donetsk oblast).
More than 110 settlements in Chernihiv, Sumy, Kharkiv, Luhansk, Donetsk, Zaporizhzhia, Kherson, and Mykolayiv oblasts came under artillery fire.
Pivnich operational-strategic group, Volyn and Polissya axes: no significant changes.
Sivershchyna and Slobozhanshchyna axes: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy troops conduct active subversive activities in order to prevent the deployment of Ukrainian troops to threatened axes. The adversary increases the density of minefields along the state border in Belgorod oblast (russia).
Khortytsia operational-strategic group, Kupyansk axis: Ukrainian defenders repelled 14 enemy attacks near Synkivka (Kharkiv oblast) and Stelmakhivka (Luhansk oblast).
Lyman axis: the Ukrainian defenders repelled 6x occupiers’ attacks in the vicinity of Serebryanske forestry (Luhansk oblast) and east of Terny (Donetsk oblast).
Bakhmut axis: the Ukrainian troops repelled 12 attacks of the adversary near Bohdanivka, Ivanivske, Klishchiyivka, and Andriyivka (Donetsk oblast). The Ukrainian Defense Forces continue inflicting losses in manpower and equipment on the enemy, and consolidate their new positions.
Tavria operational-strategic group, Avdiyivka axis: the Ukrainian defenders continue to hold back the enemy who keeps trying to encircle Avdiyivka. The Ukrainian soldiers are standing their ground and inflicting major losses on the invaders. The Ukrainian Defense Forces successfully repelled 17 enemy attacks east of Novobakhmutivka, Stepove, Avdiyivka, and 13 more attacks in the vicinities of Nevelske and Pervomaiske (Donetsk oblast).
Maryinka axis: the Ukrainian soldiers continue to hold back the enemy in the vicinities of Maryinka, Pobjeda, and Novomykhailivka (Donetsk), and successfully repelled 12 attacks in that area.
Shakhtarske axis: the enemy did not conduct any offensive (assault) operations.
Zaporizhzhia axis: the Ukrainian Defense Forces repelled 12 adversary attacks west of Novopokrovka and Robotyne (Zaporizhzhia oblast).
At the same time, the Ukrainian Defense Forces continue their active operations on Melitopol’ axis to inflict losses in manpower and equipment on the occupation forces, and exhaust the enemy all along the front line.
Odesa operational-strategic group, Kherson axis: the Ukrainian Defense Forces maintain their positions held on the left bank of the Dnipro River, conduct counter-battery fire, as they strike behind the enemy lines.
During the day of December 16, the Ukrainian Air Force launched air strikes on 21 concentrations of troops, weapons, and military equipment of the adversary.
The Ukrainian missile troops hit 7 concentration of troops, weapons, and military equipment, 1 command post, 2 air defense systems, 13 artillery systems, 1 ammunition depot, and 1 fuels and lubricants depot of the russian invaders.

The fifth meeting of the Congress of Local and Regional Councils under the President of Ukraine has taken place.
Among the main topics of the meeting were the safety of communities in the combat zone and the de-occupied territories, protection of the energy sector and critical infrastructure, reconstruction, approval of local budgets, and veterans’ policy.
In addition to President of Ukraine Volodymyr Zelenskyy, the event was attended by Speaker of the Verkhovna Rada Ruslan Stefanchuk, Prime Minister of Ukraine Denys Shmyhal, Head of the Presidential Office Andriy Yermak, members of the Government and heads of regional administrations. In total, 93 members of the Congress were present at the event offline and another 1,619 online.
“It is crucial to focus on the implementation of projects to restore energy, housing and critical infrastructure in communities. All these sectors are necessary to bring them back to active life. At the same time, our priority is to rebuild in line with the best European practices as a component of Ukraine’s European integration.
In these processes, we need to work closely with local governments to better understand the urgent needs of communities. We have an almost perfect example of cooperation between the Government and communities - the program of state financial assistance for the repair of damaged housing - eVidnovlennia. More than UAH 2 billion has been paid in a transparent and timely manner to meet the needs of more than 30,000 families across the country. Prior to the launch of the program, the necessary consultations were held, and now, during implementation, we continue to work systematically with the commissions to resolve problematic issues.
I would also like to express my gratitude to all international partners who support Ukraine’s recovery,” commented Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine, who also attended the Congress meeting.
The meeting, in particular, included communication with representatives of local authorities, who had previously had the opportunity to ask their urgent questions on the Congress website.

The Congress of Local and Regional Authorities under the President of Ukraine was established to facilitate the effective completion of the local government reform. It interacts with government agencies, local authorities, their all-Ukrainian associations and international organizations.

Units of the invading Russian army launched another attack in the direction of Avdiivka city in eastern Donetsk region on December 16. A column of Russian tanks and other armored fighting vehicles advanced from the village of Krasnogorovka towards the coke-chemical plant in Adiivka. Taking a position on the nearby hill, Russian invaders faced resistance from the units of the Ukrainian army concentrated in Avdiivka. As a result of the continuous fighting during the day, most of the armored vehicles belonging to the Russian army were destroyed.
The Ukrainian paratroopers taking a position in the forest lane did not allow further advance by Russian troops and targeted the infantry and the remaining military equipment of the Russian army. Russia has been launching attacks in the direction of Avdiivka city for several months now.

No electricity shortages were recorded yesterday and are not expected for the current day. Electricity generated by Ukrainian power plants is sufficient to meet the needs of consumers. Commercial electricity imports will also be carried out.
In addition, a unit at one of the TPPs has been overhauled. It will add 150 MW of capacity to the grid.
During the day, a unit at one of the TPPs was out of service due to technical problems. It has already been brought back into operation.

Condition of power grids
Due to technological disruptions, equipment at the 330 kV substation of NPC Ukrenergo in Lviv went out of power. At the same time, 110 kV substations in Lviv were partially de-energised. Residential consumers and local industry were left without electricity. All consumers have been supplied with power.
Consequences of shelling
One mine in Donetsk region lost power due to the hostilities. 29 workers were brought to the surface.
Emergencies
A worker without signs of consciousness was found at the workplace at a thermal power plant. Doctors confirmed the victim dead. The circumstances of the accident are being investigated.
In Dnipropetrovsk region, a contractor’s employee injured his leg while performing work at a 330 kV substation. The victim was taken to hospital by ambulance.
Import/export
Commercial imports of electricity in the amount of 9,600 MWh are planned for the current day. No exports are planned.
