Change the keys to their offices.
Fire their staff members.
Lock their offices.
Remove their personal effects & make sure that everything that is personally theirs is delivered to their homes—with attending costs of such deducted from their LAST paychecks.
Shut down all state paid for cell phones-Twitter-Facebook-whatever.
Remove all of their priviledges such as membership at local clubs, etc which are paid for by the state.
Have the state Attorney General prepare charges against them for dereliction of duty.

Put an ad in the paper and hire substitutes, each day a teacher is out, use her/his salary, minus the benefit to pay the sub.
After 5 days, fire the teacher, keep the sub.

I don't think that works. As I understand it, they need 3/5 of the members present which would be 20 members out of 34 members. There are only 19 Republicans. The 14 Rats have gone into hiding.

I would think that since, by their own admission they are no longer residents of Wisconsin, this would be superfluous. The Governor should name temporary replacements and call a special election.

That's what I have been suggesting as well. The fact that they don't do this demonstrates they aren't really serious about it.
If nobody there suggests the absense of a quorum, the quorum is presumed.
This is a fundamentally different situation than existed some time ago when the Texas legislooture was shut down when dems ran off to OK. There was always a dem or two present in the legiislooture to make a call for a quorum check. In this case, if a single dem shows up for that, the quorum would be met, and they could continue business. The republicans know how to use parlamentary procedure as well as the democrats do. The fact that they are allowing this to continue is a clue that what we are seeing is theater.
That's only true if the quorum has already been declared. Until the quorum is officially declared at the start of the "meeting," it cannot be presumed. That's their predicament.
A meeting cannot start or transact business until there is a minimum number of voting members, a quorum. Without a quorum, the meeting is never properly constituted; it cannot transact business validly.Any business transacted where a quorum is not present is null and void except for one item and that is a motion to adjourn.
Declaring a quorum is a standard and mandatory observation and declaration at the start of a meeting by the chair. From that point on, a quorum is presumed to continue.
Can't find out that which does not exist in WI law. As long as they show up to take their oath it looks like they're good to go. They can't be disciplined by the body because you need a supermajority. You might, however, start a recall to throw the bums out.
