GHWB may have stopped the Fail Safe orbits and grounded the planes from their forward positioning. He most certainly did that; at a minimum.

I always liked the Nuclear Triad.
Don’t know how long it takes to re-target the subs and the silos. But it must take some amount of time for chain of command, if nothing else.
The GPS coordinates of targets can be uploaded to bombers via secure channels via satellite comms.

I remember reading about that. I also read that when Slim Pickens (Major Kong) first showed up on the set, he had cowboy clothes on (cowboy hat, cowboy boots, etc.). The other actors were very impressed because Pickens had showed up in character.
They didn’t know it, but that was the way Slim Pickens always dressed!
