I'd question that statement. I'd also posit that when a state has "Constitutional Carry" laws, the percentage of CCW permit holders is no indication whatever of the percentage of concealed arm citizens.
Most CCW permit holders I know do so only for reciprocity while traveling outside our ConCarry state (WV)

According to this, the shooters were correct. But, then again, you are dealing with very very very liberal judges, cops, DA’s, in the Peoples Republic of WA state. 14 years there after I retired from the military was enough for me. My wife lived there most of her life until we married. She was good, well and ready to leave that place. Alabama we came back too. Home. The MOST conservative state in the union. The second most Christian state, behind Ole Miss, in the union. Ole Miss is 2d to us in most conservative state.

Not enough information in report to make a judgment: the report states one person who confronted the thieves was struck by the car. If the shooters were behind him, they may have had a justified fear of death or grievous bodily injury.
