Are you sure the president can veto a repeal resolution? I’m not sure it takes his approval to go into effect
If the court ultimately rules that he’s acting within the scope of the National Emergencies Act, then the only thing they could do is repeal that act by a veto-proof vote - and there’s no chance they could do that.
They all answer to the sound of money. We know they are for sale. All that is going on now is haggling over the price.

And he doesn’t even need that law to act. Article 2 and Article 4 section 4 gives him plenary authority and under Article 4, he is compelled to protect the states from invasion
