1) Advantage goes to the side who have the funds, control of the monetary system/banks/resources, trade routes, medical care, information, and military to pay/support the needy and dependent infrastructure.

2)Concerning the “rebellious” side, whoever the foreign entities align with and subsidize.

“Don't Tread on Me” types will be batting 0-2 in that case as of now/near future; if you think enough military (Especially retired variety) will branch off, keep dreaming. If you think a foreign(s) power will get involved, ditto.
