Does an informal representation to the head of a government that is now defunct as to the intentions of a President and Secretary of State who are no long in office bind the the US and their successors in office? Nope. Not one bit. Not legally, not morally, and not in any practical sense.

Lets recap, again, James Baker, Gorbachev, the President of the Soviet Union and Former Soviet Foreign Minister Eduard Shevardnadze ALL AGREE DISCUSSIONS WERE ONLY ABOUT EAST GERMANY and that's what the final treaty says(no NATO troops in former East Germany): 'Treaty on the Final Settlement with Respect to Germany'
In fact Gorbachev points out it would have been stupid to negotiate about NATO expansion past East Germany SINCE THE SOVIET UNION HAD NOT YET DISSOLVED.

NATO during the Clinton regime bombed Serbia for almost three months, and today discusses putting "peacekeeping forces" -- i.e. military troops -- in Bosnia-Herzegovina, which is not as yet a NATO member. Parsing the "who said what to whom" is all very nice, but "not legally, not morally, and not in any practical sense" also applies. To both sides, however one determines the sides to be. Given the potential of BRICS, as billions in population, move away from the West in terms of banking and more, "practical sense" seems MIA. What is certain is that Biden most recently said the US must "lead" the "liberal world order." Not my choice. I do want a "leader" to being with. "...in any practical sense."

Moreover, like it or not, by default the US often has to lead. Whether in a street fight or in a crisis abroad, the big, strong kid gets looked to for leadership. The big strong kid in the world these days is the United States. And as in a street fight, even if you would prefer to stay out, one tends to get drawn in when your friends need your help.

2. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defense or otherwise in accordance with the Charter of the United Nations.
3. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their commitment to Ukraine, in accordance with the Principles of the CSCE Final Act, to refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind.
4. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine, as a non-nuclear-weapon state party to the Treaty on the Non-Proliferation of Nuclear Weapons, if Ukraine should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used.
5. The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America reaffirm, in the case of Ukraine, their commitment not to use nuclear weapons against any non-nuclear-weapon state party to the Treaty on the Non-Proliferation of Nuclear Weapons, except in the case of an attack on themselves, their territories or dependent territories, their armed forces, or their allies, by such a state in association or alliance with a nuclear weapon state.
6. Ukraine, The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, and The United States of America will consult in the event a situation arises which raises a question concerning these commitments.
This Memorandum will become applicable upon signature.

Actually, we have won a lot more fights than we have lost, and even the losses tend to be qualified or, like the Korean War, are victories in disguise in that they are incorrectly often seen as draws or losses.
