Russia said that reports of proposals to flood the tunnels were shocking and warned that "if done, this will be a war crime."
"Such flooding could be considered analogous to 'do not spare them' order, but it is not only about that and not only about civilians who may be in those tunnels," the statement read. "Of course, there most likely will be civilians, for where else would they go from the indiscriminate bombing of Gaza."
Over the last two months, Russia has repeatedly condemned Israel's actions in Gaza, with Vladimir Putin initially blaming the Hamas attacks in Israel as a "clear example of the failed policy in the Middle East of the United States."
Analysts consider Moscow to be exploiting the turmoil, since it has taken scrutiny off Putin's full-scale invasion of Ukraine...
While Russia has criticized the UN's vote [to reject a ceasfire], as a permanent member, Moscow has also vetoed resolutions condemning aspects of its invasion of Ukraine, one being its declaration that it had annexed four Ukrainian territories...

Wow! You’ve raised an interesting question I’ve never thought about. Is a war crime a war crime if it’s a special military operation, or a police action, or a terrorist attack. It seems like semantics, but whole legal cases and acquittals have rested on less.
In this particular case, though, I think it’s not a crime in any sense. Suppose the Israelis used tear gas to get a terrorist to leave a house so he could be arrested. It’s the terrorist’s decision to fight and die or be arrested. The government, universally, has the monopoly on force. Therefore it’s “the government’s” right to use whatever force is necessary so long as that force is not arbitrarily applied to the innocent. This is why Hamas hides among civilians.
The “crime” comes in when a government, governing body or organization, does something to someone for their own purposes and not to the advantage of that person. For example, they take your children and deport them to be raised as Russians instead of Ukrainian.

The Soviet way - when you are committing war crimes accuse your opponents and their allies of doing the same and take the focus off yourself. Just yesterday or the day before I read a story of Russians gunning down a group of surrendering Ukrainians.
Flooding the tunnels is a bad idea, you have no idea of who you are going to kill. Where are the hostages?
When I read about war crimes, I think about Canada and how the Canadian Parliament honored a WWII Nazi. What the hell was that about?
