In BO's defense, I would not want every single thing that I've ever said to be recorded for posterity, AND be expected to have instant recall of every turn of phrase, going back for years and years.

But I agree with the author in this instance. Of course he's lying. Changing America is what he set out to do, and he's doing it while 50-odd percent of the people cheer him on.
