With all the muskrats on the lake here where I live, I’ve thought about taking it up with the lake association to trap them for a few hundred dollars per year plus selling the hides.

I like otters. I google-imaged the word "otter" and saw many cute pics, but I also saw one from Japan or someplace oriental where they had hundreds of dead otters laying out in the street. I suspect they were being prepared for their skins.
So, maybe this otter in MN was only getting back at past atrocities.

Yes, we have lions, but we have no bananas.
We have had 5 lion issues in 12 years, and the state of California acts like they are in short supply. The people who want to eliminate the position of trapper from the county payroll claim he kills 70 lions a year in the county (There have been 70 lions killed by permit state wide in 5 or 10 years). Now if they are in short supply, how can the trapper kill 70 a year? And if he is killing that many, we are likely safer in the lion enclosure at SF Zoo than roaming the hill sides.
I guarantee this state could sell lioin tags for $5k a pop.

My guess is that the attacker was a mother protecting its young, who were probably hiding under the dock. Otters are normally shy of people and especially dislike dogs, but a mother otter will act aggressively if she regards people or dogs as a threat to her young.
