Gov. Rick Perry Admits to Being For Open Borders

President Fox’s vision for an open border is a vision I embrace, as long as we demonstrate the will to address the obstacles to it. An open border means poverty has given way to opportunity, and Mexico’s citizens do not feel compelled to cross the border to find that opportunity. It means we have addressed pollution concerns, made substantial progress in stopping the spread of disease, and rid our crossings of illicit drug smuggling activity. Clearly we have a long way to go in addressing those issues. At the same time we must continue to deepen our economic ties, expanding opportunities for Mexican and U.S. companies to do business on both sides of the border. The outlook is promising, even if the road to prosperity is a long one. We share a bond as neighbors, and we find our culture north of the Rio Grande to be increasingly defined by the strong traits of people of Hispanic descent. Texas has long enjoyed a unique identity, an identity forged by an independent spirit, and the convergence of many different peoples. We must welcome change in the 21st Century as we have in every century before it.

First of all let me say I have been angry about this law. Our daughter was born in Texas, raised here and we moved to PA for 6 years, yet we had to pay out of state tuition rates for an entire year for her. It was infuriating.

A neighbor, who is in school administration, told me that most of the kids who even take advantage of this law are the good students who have been raised as Americans. They must have the drive to continue with their education and either desire to have a better life or are already from good homes where they want to continue that path.

He said some of these kids didn't even know they were here illegally until they approached the last years of High School and realized what their circumstances were.

Other than that, I'm sorry I can't answer your questions.

With all due respect, do you mean that Perry did NOT make that speech, and that the poster is lying? If it indeed is from ten years ago, has Perry gone on record changing his opinion since then?

I'm with you on this one. If he changed his position on this, I'd sure like a link.

Ohhh Lands to Betsy FourtySeven...I saw your governor on TV...what a total commie! The MD Petitions website was awesome they pounded the Ruling-Class in MD got 30% Dems to sign petition. I sent money.They set up an “ADOPT A VOTER” page pweople could sponsor a voter and send it to a pre-selected mailbox. Had the ACLU there all worked up.Yes, Perry signed the DREAM ACT and has no regrets...also TX. & NM give scholarship/grant monies to illegals. If you want a prez that will create an unwelcoming environment for illegal aliens even if cops are getting shot up...Perry will not do much. Not his passion at all. Jobs, economy only.

I did read that at one time Texas tried to charge “tuition” for illegals to attend public schools in Texas and the Supreme Court shot them down - required free education to all, no matter legal status.

A lawsuit was filed in December challenging Texas’ law providing the students in-state tuition and state aid. The students are not eligible for federal aid such as Pell Grants.

Attorneys for the Immigration Reform Coalition of Texas sued the University of Houston, Houston Community College and Lone Star College systems in Harris County District Court, but the case was moved to federal court. “It’s not like we’re swimming in budget surpluses,” said attorney David Rogers. “It’s the responsibility of the government of Mexico to educate Mexican citizens.”

The thought crossed my mind that I have NEVER read an argument on FR, or anywhere else, nor have I heard anyone clamoring for closing down the Canada/U.S. border - a border that somewhat fits the description in Perry's speech. I'm also wondering what exactly would be the disagreement with having a southern border open, but free of the problems with illegal immigration, drug trafficking, and other problems which currently exist.

I've heard enough now thanks. This should be enough for anyone following along too, IMO.

Is it really that difficult to find a truly conservative candidate? And WTH is up with Govs from Texas, a southern border state, being so sympathetic to the illegals? I really don't get that; if there is any group that should be tough on illegal immigration it's them.

Perry has always argued this in humanitarian terms because the children of illegal aliens should not be denied a college education because of the mistakes of their parents. Opponents argue that even US citizens from another state like IDAHO would pay more than an illegal. Perry has no regrets.
I know the attoneys working to overthrow this for IRCOT. They needoil & gas plaintiffs that pay royalty taxes on this money. I guess that this stream helps with grant funding also. TX & NM are the only states that offer this BENEFIT ALSO.
Yes, just TX. Residents that attended a public institution for at least three years.

This really doesnt affect students from Idaho or any other state. Regardless of this law, those students would still have to pay out of state tuition, the same as a Texas kid going to school in Florida would. This law does not make out of state tuition more fair or less fair to anyone else.

The point is someone who broke the law gets rewarded while others who follow the law get no reward.

There is no way, at least no reasonable way, one can argue an illegal alien can be a “resident” of a State. Put another way, there’s no reasonable argument that can state an illegal alien is NOT, by definition, “out of state”.

It’s lunacy to suggest otherwise. Just pure lunacy. I don’t care how long they have physically been in the state, they are still here ILLEGALLY.

Yep that's my take, too. One of the 'They're already here so I can't do anything about it' leaders. Meanwhile the border remains open.....

In state tuition is hardly a deterrent to keep more from coming!

I read all the dissent in this thread and I see valid points on both sides. Ten years ago, the qualifier, he's never said otherwise, blah blah blah. What I want to know is his position on the borders today.

My vote will go to the candidate who promises to build walls and post armed guards, starting the day after he/she takes oath. NOT ONE VOTE for any candidate who sympathizes with foreign invaders.

That is a reasonable question, and indeed why I dismissed his stance on the issue, given this speech is almost 10'years old.

However, this is also why I reject him as a candidate with truly conservative credentials, because he has not since led any effort to stop giving illegal immigratants in-state tuition rates for Texan colleges and universities.

He IS doing that TODAY. That should end the matter for anyone who isn't emotionally attached to his candidacy. That's just the plain and simple fact.
