Actually the disco bar is an “inside the perimeter” zombie trap - sort of like a roach motel.

What a wonderful way for the Emperor Mugabe to have you dig your own grave. Most people don't have either the expertise nor the money to make it practicable.
"Underground" suggests all sort of problems, not the least of which is vntilation and waste disposal.
Without power most people can't effectively deal with that. Air vents must be close to the main underground area, easily found and easily cut, plugged or buried.
Let's just say that there are formidable problems even under ideal circumstances.
