It was 4 months before the election yet no one in the “mainstream” media seemed interested in asking a presidential candidate about his promise to create a “civilian security force” with a $440 billion annual budget! What, exactly, would it do? Who would be in charge? Where would a force the size of the U.S. Military be housed? Would its members...

This kind of personally loyal army worked well for Juan Peron.
During the period of the “Dirty War”, literally thousands of individuals “disappeared”, some never to return. Apparently there were pro-Communist and anti-Communist factions of the Peronistas, and toward the end of his life, Juan Peron rather sided with the anti-Communist faction. Keep in mind that though they were “anti-Communist”, it made them no less socialistic. Only after a near-total internal collapse of the nation, were these parasites and bandits ever run out of the positions of power. Today, there is some small semblance of representative governance in Argentena, but they are still nowhere near what could be called a “free” country. Corruption and bribery are still the order of business at every level, and the authorities that are supposed to enforce the laws have never regained legitimacy in the eyes of the people.

we should not forget he has already started building his privare force.
If the purpose of the FEMA “corpse” was only to assist in times of national disasters
and if at least one class of over 200 was graduated last Sept
why didn’t this FEMA Corp assist in the aftermath of Sandy?

I have been through FEMA training. Those who attend are from state local and other federal agencies. The idea is to have all the agencies come together under the organization structure of FEMA during an emergency. That's the idea any way. The reality is that it is complete clusterfark, with a massive bureaucratic mess that only the federal government could create.
As you would expect they combine the efficiency of the post office with the competency of TSA and throw in the expediency of DMV for good measure.

USNORTHCOMM is the President’s Army. Basically this makes the US a command theater just like Afghanistan and Iraq. DHS then becomes the command authority. The prez can use DHS as he see fit to protect the homeland.
CIA, FBI, NSA, FEMA and all the other alphabet agencies will fall under this umbrella. We are so screwed.
It would take five years to complete and there would be no survivors on either side.
