I am fed up with, and don't even go to, a number of websites that make it impossible to close their pop-ups--I mean there isn't even a button to do so--or else, when you close the pop-up, an entirely new, screen-filling WINDOW opens. Townhall, CanadaFreePress, NRO, NewsMax, and many others are guilty of this kind of aggression. I'm sick of it. I never even look at what they are hawking, and now, I won't click any links on FR to these sites until I hear that they've cleaned up their act.
If you’re not using Mozilla, it’s time to get on the gravy train.
Adblock Plus not available for IE?
Or evading their surveillance.

I have AdBlock and it works most of the time.
When a TownHall popup appears, I hit the F-5 key, which simply refreshes the page and the popup doesnt reappear...
F-5 works most of the time...

After you download and install it, start it up and got to the "Tools-Addons" menu and search for and install Adblock Plus.
I just installed the Adblock Plus for Chrome and it has cleaned up NRO quite nicely!
Whatever you do, avoid Examiner blogs, they are the worst. A half dozen pop-ups or float overs along with banners on every available inch of real-estate. I’ve started getting alerts of a lot of tracking cookies too.

FWIW, I use AdMuncher. It blocks most banner ads and popups, and if there’s a particular site it doesn’t block for some reason, you can usually add that on.
It’s not free, but it’s great. I’ve had it since it went into business ten years ago, one of the few from back then that I’ve kept.
Very small program, and it actually speeds up access to most sites since you don’t download all those visual ads. I visit lots of sites and hardly ever see an ad anywhere.
Some sites are so ad rich that they aren’t worth visiting for their content.
Get other like minded add-ons, to stop re-directs etc. SO many good ones....

Adblock and ghostery are the minimum for browsing.
See if your browser allows you to shut off Javascript (and Java, to be safe), that will probably take care of it. Also, some browsers have separate settings that can just refuse to let anyone but you open a new window.
I haven’t used Exploder in ten years!
Newsmax is particularly horrible and I won’t go there. To make matters worse they spam crap all over Facebook too.
