Soon, I'll be moving into an HOA neighborhood. I have repeatedly vowed I would never live in one again, but I actually ended up going the complete opposite direction and buying a home in a place with the most extreme homeowners association I've ever lived under.
Here are some of the rules I'll have to comply with when I buy my new house.
1. Any exterior changes to your house must go to a vote If you want to make any exterior modifications to any public areas of your house in my new neighborhood, you must get prior approval first.
That's a pretty common HOA rule, but our neighborhood is particularly strict. You have to submit an application detailing the current colors and any proposed changes if you want to paint or put a new roof on. You must provide info about what contractor will do the work, as well as exactly what brand and color of materials you are using.

How about flags and signs? I and neighbors are repeatedly harassed for political signs and flags.

I living in a housing tract with an HOA. There are 3 houses that are not part of the HOA, me and 2 neighbors. I am not sure how that happened but I thank whoever the previous owner was that exempted my house.

Depends on the state; each state is different.
In Texas, political signs are allowed 90 days before an election and 10 days after.
American, Texas, and branches of the military flags are allowed. Can’t be on common area, can’t be tattered or stained, and must meet certain size restrictions.
That is state statute; doesn’t matter what your governing documents say.
THis has nothing to do with freedom. IT’S A CHOICE. There is no better freedom than the freedom of choice. If you don’t want an HOA don’t buy in an HOA community. Simple as that.
Hoa has one thing in mind and the sooner people accept this the happier everyone will be.
To keep certain people out. Certain people who bring with them issues that make the town ugly.
I’m about to build in an HOA. I famously strict one at that. I started talking to the HOA and they asked me a ton of questions.
“What do you do for a living?” Was the first one. I could tell them I’m an Uber driver, I could tell them it’s none of their business, or I simply refer them to my I.T. consulting website.
The latter got me to my next question.
After a few visits they started approving all sorts of things that they said they wouldn’t. They only wanted to make sure that u want going to cause a problem for the other people who moved there wanting a specific vision of their American dream.
A house is generally over a million dollars after interest and who wants to commit to such a thing when the neighborhood they’re in won’t commit?
What a chump. HOA authorians are not called Neighbood Nazi’s for nothing.
You can live with these 4 rules? Great. How about when they rule that nice new $75,000 F150 you bought is classified as a work truck and you can’t even park it in your garage?
One thing for sure about any HOA. They keep pushing and pushing; adding new (stupid and arbitrary) rules all the time.
Live with that, if you please.
My HOA doesn’t say anything about democrat signs, just non-democrat signs. That’s because a fascist-dem pseudo lawyer threatened to sue if the HOA made him take down his Bribem sign.
The test of any HOA is the commitment of the board members to uphold the rules. Our current board is too lazy to do anything. Most of them live on one street where most of the homes are worth over $1M, but it’s also the street with the most dead yards. No skin off my nose if they are willing to chop $250K off their home’s value just to avoid offending some lazy A-hole that let’s his house go to pot.
Most of the houses in my end of the HOA are worth between $600K and $900K, but all our yards are kept up. We have some scofflaws, but generally most follow the rules. Like the one that says cars up on blocks in the front yard must be less than 50% rust and held up by white cinder blocks.

I’ve read about people living near the HOA still getting harassed by them.

Anyone moving into a HOA deserves every horrible thing they get and double. People of today are blind and cannot see.
No pity here. If folks are dumb enough to buy in an HOA then it’s on them.
None of these four rules are unreasonable.
Nobody is forced to live under an HOA.
Many years ago a friend lived in the “historic” part of town.
He wanted to put in a circular window. The city wouldn’t let him. He sued and won.
