Senate Passes SCHIP Bill with Federal Tobacco Tax Increase
January 30, 2009

The U.S. Senate voted 66-32 this week to approve a major expansion of the State Children's Health Insurance Program (SCHIP), funded with a 61-cent-per-pack increase in the federal tobacco tax, Reuters reported Jan. 30.

The $32.8-billion SCHIP bill would expand eligibility for the health-insurance program to an additional 11 million children; about 7.4 million kids are covered by SCHIP now. The measure was passed twice last year, but vetoed both times by President George Bush.

A similar measure has already passed the House of Representatives, and House Speaker Nancy Pelosi said a final vote could come next week after differences between the two bills are ironed out.

Some critics objected to the bill because it would allow states to enroll moderate-income families and does not include a ban on legal immigrants from getting coverage unless they have been in the U.S. for at least five years.

Tobacco is a beautiful plant. I live in Michigan so its only an annual. My girlfriends tobacco plant was 6 foot tall, very large leaves and I don’t remember if it flowered or not. I tried to grow a couple and it didn’t work for me. Good Luck in your attempt......
PS she had a farm also(like me) so she had good fertilizer..

Who are you to insult people who don't even effect your
"obviously" boring armchair life.

Why are you even here on a Conservative forum?

I made a mistake all tobacco is annual, but the warm weather is needed to get the ripen tobacco..we don’t have that. Although we do have 4 seasons. We call them June, July, August and winter..

no, actually, the bill itself LESSENS the requirements:

http://thomas.loc.gov/cgi-bin/bdquery/z?d111:HR00002:@@@L&summ2=m&;

“(Sec. 211) Gives states the option, as an alternative to the current documentation requirement, to verify a declaration of U.S. citizenship or nationality for purposes of Medicaid or CHIP eligibility through verification of a name and Social Security number with the Commissioner of Social Security.”

I'll agree that RYO is cheaper, tastes better, etc...but this bill does affect loose tobacco.

May be true but the years we lose are at the end of living. No diapers or drooling, no nursing homes and no one has to feed us...Its a good trade off...

Weasel wording on his part.

Young people who are considering taking up the smoking habit need to be prepared to pay an enormous cost for their habit over their lifetime. When inflation is added in, the actual cost per pack for a young person who takes up smoking today could well exceed $60 to $70 per pack over their lifetime.

The cost of almost $40 per pack based on today’s prices takes into account such costs as the cost of the cigarettes themselves, taxes, increased cost of life and property insurance, increased medical care and lost earnings due to smoking related factors.

Interestingly, the study found that cigarette smokers themselves bear the brunt of smoking expenses. Smokers will end up paying approximately $33 per pack (based on today’s prices) with their families paying $5.44 per pack and society as a whole paying just $1.44 per pack. The reason that society pays as little as it does is because smokers tend to die younger and don’t live to draw as much from Social Security or Medicare.

It is not anything to do with public costs at all.

Well then it’s time to find a friendly Indian retailer again...unless the fed/state govts have run them out of business.
And learn how to make more money.
Are tobacco leaves(or hands or whatever they’re called)also included? If not, you can buy those and then learn how to cut it yourself.
Thanks for the heads up.
Happy smoking.

I can not disagree with the basic premise of the statement. Why should we bread out many children when replacing ourselves seems like a logical thing to do?
WTF? You seem to have several uncommon viewpoints for someone on this forum. Are you sure you don't belong here? http://www.democraticunderground.com/

Yes, don't let the facts get in the way. You cited the House bill. The Senate bill includes:
The Senate overwhelmingly approved legislation yesterday to provide health insurance to 11 million low-income children, a bill that would for the first time spend federal money to cover children and pregnant women who are legal immigrants.

“I’m in FAVOR 61-cent-per-pack increase in the federal tobacco tax. Bigtime. No conservative should support smoking.”

So you think that conservatives should not support the free use of a legal product.
