Ok...so Drudge and others are talking about the E.O. that was re-signed by Obama on Friday with the additional words "non-emergency" added to it as well.

Dig a little deeper...now mind you I am not jumping on the Alex Jones bandwagon just yet...but what's up with these other E.O.'s being signed days and weeks apart that actually link right along with what was re-signed and amended on Friday night?

Executive Order 13600 of February 9, 2012

Establishing the President's Global Development Council

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy.

To help protect national security and further American economic, humanitarian, and strategic interests in the world, it is the policy of the Federal Government to promote and elevate development as a core pillar of American power and chart a course for development, diplomacy, and defense to reinforce and complement one another. As stated in the 2010 National Security Strategy and the Presidential Policy Directive on Global Development, the successful pursuit of development is essential to advancing our national security objectives: security, prosperity, respect for universal values, and a just and sustainable international order. The effectiveness of this development policy will depend in large measure on how we engage with partners, beneficiaries of our development assistance, and stakeholders. We will use evidence-based decision-making in all areas of U.S. development policy and programs, and we commit to foster development expertise and learning worldwide.

Sec. 2. Establishment.

There is established the President's Global Development Council (Council). The Council shall be established for administrative purposes within the United States Agency for International Development (USAID) subject to the foreign policy and budgetary guidance of the Secretary of State.

Sec. 3. Membership.

The membership of the Council shall be as follows:

(a) The Council shall be composed of the officials described in paragraph (b) of this section and not more than 12 individuals from outside the Federal Government appointed by the President. Appointed members of the Council may serve as representatives of a variety of sectors, including, among others, institutions of higher education, non-profit and philanthropic organizations, civil society, and private industry. (b) The Secretary of State, the Secretary of the Treasury, the Secretary of Defense, the USAID Administrator, and the Chief Executive Officer of the Millennium Challenge Corporation shall serve as non-voting members of the Council and may designate, to perform the Council functions of the member, a senior-level official who is part of the member's department, agency, or office, and who is a full-time officer or employee of the Federal Government. (c) The President shall designate a member of the Council to serve as Chair and another member to serve as Vice Chair. The Chair shall convene and preside at meetings of the Council, determine meeting agendas, and direct its work. The Vice Chair shall perform the duties of the Chair in the absence of the Chair and shall perform such other functions as the Chair may assign. (d) The term of office of members appointed by the President from outside the Federal Government shall be 2 years, and such members shall be eligible for reappointment and may continue to serve after the expiration of their terms until the President appoints a successor. A member appointed to fill a vacancy shall serve only for the unexpired term of such vacancy.

Sec. 4. Mission and Functions.

The Council shall advise and support the President, through the National Security Staff and the National Economic Council staff, in furtherance of the policy set forth in section 1 of this order. The Council shall meet regularly and shall:

(a) inform the policy and practice of U.S. global development policy and programs by providing advice to the President and other senior officials on issues including: (i) innovative, scalable approaches to development with proven demonstrable impact, particularly on sustainable economic growth and good governance; (ii) areas for enhanced collaboration between the Federal Government and public and private sectors to advance development policy; (iii) best practices for and effectiveness of research and development in low and middle income economies; and (iv) long-term solutions to issues central to strategic planning for U.S. development efforts; (b) support new and existing public-private partnerships by: (i) identifying key areas for enhanced collaboration and any barriers to collaboration; and (ii) recommending concrete efforts that the private and public sectors together can take to promote economic development priorities and initiatives; and (c) increase awareness and action in support of development by soliciting public input on current and emerging issues in the field of global development as well as bringing to the President's attention concerns and ideas that would inform policy options.

Sec. 5. Administration of the Council.

(a) The heads of executive departments and agencies shall assist and provide information to the Council, consistent with applicable law, as may be necessary to carry out the functions of the Council. (b) Funding and administrative support for the Council shall be provided by USAID to the extent permitted by law and within existing appropriations. (c) The USAID Administrator shall appoint an Executive Director who shall be a Federal officer or employee of USAID and serve as a liaison to the Administrator and the Executive Office of the President and consult with relevant executive departments, agencies, and offices on matters and activities pertaining to the Council. (d) The members of the Council who are appointed from outside the Federal Government shall serve without compensation for their work on the Council. Members of the Council may, however, receive travel expenses, including per diem in lieu of subsistence, as authorized by law for persons serving intermittently in the Government service (5 U.S.C. 5701-5707). (e) Insofar as the Federal Advisory Committee Act (FACA), as amended (5 U.S.C. App.), may apply to the Council, any functions of the President under FACA, except that of reporting to the Congress, shall be performed by the USAID Administrator in accordance with the guidelines issued by the Administrator of General Services.

Sec. 6. Termination.

The Council shall terminate 2 years after the date of this order, unless renewed by the President.

Sec. 7. General Provisions.

(a) Nothing in this order shall be construed to impair or otherwise affect: (i) authority granted by law to a department or agency, or the head thereof; or (ii) functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. (b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations. (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Executive Order 13602 of March 15, 2012

Establishing a White House Council on Strong Cities, Strong Communities

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to forge a partnership with local communities to provide them with comprehensive technical assistance to use and compete for Federal resources more effectively and efficiently, which will enable them to develop and implement economic strategies to become more competitive, sustainable, and inclusive, it is hereby ordered as follows:

Section 1. Policy.

Cities, towns, and regions across our Nation continue to face difficult economic challenges. Enhancing current Federal assistance is helping to lift communities out of distress. To allow the Federal Government to better partner with these local communities to build local capacity to address economic issues, and to support comprehensive planning and regional collaboration, my Administration established the Strong Cities, Strong Communities (SC2) pilot initiative. By partnering with cities and regions to augment their vision for stability and economic growth, the SC2 was designed to help communities strengthen their capacity to create jobs and more competitive business climates, and implement locally driven community and regional planning approaches that lead to sustained economic growth, as well as ensure that Federal assistance is more efficiently provided and used.

This order improves the way the Federal Government engages with and supports local communities by better aligning resources and coordinating efforts across executive departments and agencies (agencies) so that communities across the country have access to comprehensive, localized technical assistance and planning resources to develop and implement their economic vision and strategies.

Sec. 2. White House Council on Strong Cities, Strong Communities.

There is established a White House Council on Strong Cities, Strong Communities (Council)

A member of the Council may designate, to perform the Council functions of the member, a senior level official who is a part of the member's agency or office, and who is a full time officer or employee of the Federal Government. (b) Administration. The Co Chairs shall convene regular meetings of the Council, determine its agenda, and direct its work. The Secretary of Housing and Urban Development shall appoint an Executive Director of the Council to coordinate the Council's activities. At the direction of the Co Chairs, the Council may establish subgroups consisting exclusively of Council members or their designees, as appropriate. Agencies may detail staff to the Council to support its coordination and implementation efforts.

Sec. 3. Mission and Function of the Council.

The Council shall, to the extent permitted by law, work across agencies and offices to:

(a) coordinate the development and implementation of the various components of the SC2, as determined by the Co Chairs; (b) coordinate agency efforts to ensure communities have access to comprehensive, localized technical assistance and planning resources to develop and execute their economic vision and strategies (including, where appropriate, efforts of existing committees or task forces related to providing technical assistance to local governments and improving their capacity to address economic issues); (c) ensure that members of the Council incorporate SC2 implementation efforts into their agency annual performance plans and those efforts' outcomes into their annual performance results; (d) provide recommendations to the President, through the Co Chairs on: (i) policies for building local expertise in strengthening local economies; (ii) changes to Federal policies and programs to address issues of special importance to cities and local governments that pertain to local capacity and economic growth; (iii) implementing best practices from the SC2 initiative Government-wide to better support cities and local governments; and (iv) opportunities to increase the flexible utilization of existing Federal program resources across agencies to enable more performance and outcome-based funding; (e) encourage the development of technical assistance, planning, and financing tools and implementation strategies that can be coordinated or aligned across agencies to assist communities in building local capacity to address economic issues, engaging in comprehensive planning, and advancing regional collaboration; and (f) facilitate the exchange of ideas and strategies to help communities address economic challenges and create sustained economic opportunity.

Sec. 4. Outreach.

The Council will convene an annual meeting of interested parties including mayors and city employees to share key findings and progress, offer best practices, and promote strategies that have worked in communities participating in the initiative.

Sec. 5. Reports.

Within 1 year of the date of this order, and annually thereafter, the Executive Director shall provide a report to the Co Chairs on the work of the Council and its achievements during the year, including demonstrable changes in the capacity of local communities to implement their economic development goals and efforts to achieve more efficient and effective use of Federal resources.

Sec. 6. General Provisions.

(a) The heads of agencies shall assist and provide information to the Council, consistent with applicable law, as may be necessary to implement this order. Each agency shall bear its own expense for participating in the Council. (b) Nothing in this order shall be construed to impair or otherwise affect: (i) the authority granted by law to an executive department, agency, or the head thereof; or (ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. (c) This order shall be implemented consistent with applicable law and subject to the availability of appropriations. (d) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Obama has said he’s going to do as much as he can without having to involve Congress.

Further he is pushing Agenda 21 crap. Goes hand in hand with the State Dept Pub. 5277 “Freedom from War” document.

This is designed to overwhelm Americans. To drive us into either fealty to the feds or revolt.

That's my take on it. The Progressives are trying to overwhelm the system, overload it to the point of breakdown. A lot of the arbitrary application of the law is designed to foster distrust of authority. The OWS creates a feeling of chaos just crying out for a Kent State moment by the overloaded police, or a violent reaction by a citizen. Either way, the government wins by having an excuse to suspend more civil liberties.

This president is the front man for a Progressive movement to advance socialism/communism, and he has done a superlative job in that respect. IMHO, the intent is to see if they can't use their momentum to get the nation well beyond the tipping point, so that whatever happens, we can't get back to our Constitutional Republic.

Folks say Obama is incompetent. As President, he has thoroughly failed to live up to his oath of office (and should have rapidly been impeached, but for our recumbent Congress -- another story), but I maintain that he has been a supremely successful Community Organizer. He, and those running him, have masterfully read the condition of our country and played it to perfection (for their cause).

We’re now under a Marxist dominated Oligarchy. The American “Nomenclatura” is in place.

When I saw Bush 41 and Jeb Bush yucking it up with the evil bastard in the Oval Office just a month ago, I knew. It made me sick.

Nothing to see hear. Move along. Move along

Not as much as some have claimed or for the reasons claimed, but it is still a matter of substantial concern.

Many of the initial articles took a chicken little approach. However, analysis of the Executive Order, and particularly of one added ambiguity, along with what President Obama has been able to do thus far, suggest that particularly under President Obama, the Executive Order can be a big problem.

Excellent point! There are too many loopholes.. Over the decades we’ve had Progressives on both sides of the isle give themselves power over the Constitution and power over us.. Their last blow to our Constitutional Republic will be swift.. Before we know it they’ll have complete power of us like a typical Dictatorship.. Oh, wait... Uh oh.

>>You’re right to a certain degree. Personally, I am not willing to die for anyone who voted this madman-bastard into office; let the chips fall where they may where those people are concerned.

I agree. Most Americans aren’t worth dying for. Of course, you don’t die in battle for our country or fellow countrymen. You die for your comrades-in-arms next to you. But, we don’t have the organization for that, do we? When they come for your neighbor that you barely know, will you stand and risk death and/or imprisonment for him? Of course not. That goes against human nature.

>>I don’t know what your answer is or when the so-called ‘armed population’ is suppose to act. What do you have in mind? Just when exactly should the sacrifice begin in your opinion?

That is the million dollar question. When is the right time? Move too early, and you’re a lone-wolf nut or an extremist. Move too late and you are a twig in a hurricane. The bottom line is that we are still comfortable and we aren’t going to give that up to fight a state that holds all the cards: police, military, endless databases, forensics, surveillance cameras, snitches in every militia and right-wing group, control of your family’s wealth and housing, etc.

To be honest, we have to lose to win. Hide your weapons after the communist conversion (because it won’t be a revolution because a revolution would give us cause to act) and wait for the misery level to get too much for productive people to take it any longer. All the “Internet Tough Guy” posturing will dissolve in the face of the first wave of communist “reforms”. We need to get to the “nothing to lose” point before we’ll rise up. Obama knows that. Soros knows that. The GOP-E knows that. Everything is designed to take our freedoms while keeping us above the rebellion point.

At this point, we need to learn the Rules for Radicals and steal the Occupy movement from the left. In fact, we need to enlist the working Democrats into our ranks. They stand to lose as much as a working class Republican in the coming communist conversion.

The Tea Party is nice try, but it’s too civil. It’s too well-behaved. The Leftist Elite (in both parties) laugh at our pathetic attempt to protest like we’re at a church social.

Who needs to govern in conjunction with Congress when E.O. are so easy to do...

I remember people like you claiming those of us who were upset by taking prayer out of schools were conspiracy theorists. I remember people like you who thought those of us who cautioned about the FDA taking control of agriculture were conspiracy theorists. I remeber as each step was taken for more and more government intrusion people like you said there was nothing to worry about. I don’t much worry about what people like you say any more. You people have been proven wrong so many times I can’t keep count.

I am inclined to agree with you that the “ovens” scenario is old school when now you can be vaporized in your own living room.

What good did that gun in your hand do you in that case?

It is ancient history now when gun possession actually could mean, NO WAY, NO HOW.

Today—not so much.

I agree ! !000%, and folks need to heed that warning. He would employ the tactics he taught Odinga and then campaigned with him, when he loses. I firmly believe that, and I suspect but cannot prove it of course, that he has threatened that from the very beginning!

I doubt anyone here is unfamiliar with what happened in Africa with Odinga, but if they are it is archived here. look it up!

Much to think about isn't there? Once again, and I hope you'll forgive this, I reflect to the movie Patton and something he said (which by the way was very close to the actual speech) in the opening speech to the troops.

Now, some of you boys, I know, are wondering whether or not you'll chicken out under fire. Don't worry about it. I can assure you that you will all do your duty. The Nazis are the enemy. Wade into them. Spill their blood. Shoot them in the belly. When you put your hand into a bunch of goo that a moment before was your best friend's face, you'll know what to do.

And that is what I believe. We (some of us) will know beyond a doubt that it's time.

Regarding the tea party, it was not just a nice try it was successful. We spoke loud and clear on November 02, 2010 and that was due in large part to the Tea Party. However, those elected went stone cold deaf in January after being sworn in.

Now, at this time in our history, the Tea Party tactics would be too civil. It won't work again. But as a result of the Tea Party, and us that are vocal, a bill was just signed in to law Friday nite. HR347/S1742 designed to quelch free speech and not just quelch it but criminalize it. Due to time and space I won't post everything I read since yesterday about it but in case you don't know about it you should research this. It is designed to eliminate dissension altogether and it passed overwhelmingly by our elected Eunuchs.

Copy this link and Take a look at this clip with Judge Napalitono (who has lost his show on FOX btw) and you will see what else happened within the last 3-4 days. It won't 'hot-link' because I used HTML in here. Sorry.

Your post has given me even more to consider. Thank you. I hope that mine does the same for you because I'm not just typing crap or opinions, this stuff is happening and it is obvious, we are being taken over by communists.

You are so right! Congress could have, and SHOULD have put a stop to most if not ALL of this by now, and they haven’t.

Makes ya wonder what this admin has threatened if they do??

AMEN to that! And Apparently, Congress may or may not be informed AFTER international law gives or does not give up PERMISSION to go to war. According to Pinhead.

Is your “people like you” personally directed to null and void??

Because if it is, you are judging the wrong person!!

Ok we all fear that. WHAT can be done about it? Is there no recourse Republicans and even reasonable Dem, can take? And if there is, will they take the action?
