Good evening. I’m Rick DesLauriers, the special agent in charge of the FBI’s Boston Division.

It seems like many months since Monday, April 15, the day of the Boston Marathon bombings. Yet, it has merely been five days since the tragic explosions that took three lives, critically injured over 180 spectators, and instilled terror and fear among the citizens of the city of Boston, the Commonwealth of Massachusetts and elsewhere.

Today, the city of Boston, the city of Cambridge, and the city of Watertown—and many other communities—can breathe a sigh of relief knowing that two perpetrators who caused so much pain and anguish are no longer a threat to our personal safety and our communities.

Together, with the action and support of our Joint Terrorism Task Force partners—many of which are on the stage with me this evening.

The FBI and our partners remained vigilant and continued to follow through thousands of leads and sifted through hundreds of tips—through thousands of man hours—to reach this moment.

This truly was an absolutely intense investigation—and I do emphasize, a truly intense investigation. As a result of that, justice is being served for the victims of these terrible crimes.

I want to personally express the FBI’s profound thanks to each of our partners for bringing us to this moment here this evening.

No one agency alone accomplished the critically important task of keeping the city of Boston and the Commonwealth of Massachusetts safe.

Thank you very much. And I thank you for the support of our media campaign the other day which publicized the photos—I thank you very, very much for the support that the media provided us on that. It was phenomenal. Thank you.

And though there had been no attacks, there had recently been some significant ties to terrorist plots hatched in the area.

In 2007, Daniel Maldonado, who had ties to Methuen and Lowell, was charged with supporting terrorists in Somalia.

In 2008, Sudbury resident Tarek Mehanna was arrested for allegedly plotting to kill U.S. troops in Iraq, conspiring to support Al Qaeda and traveling to Yemen in an attempt to get terrorist training.

And in 2011, Rezwan Ferdaus, an Ashland man with a physics degree from Northeastern University, was charged with an Al Qaeda-inspired plot to send a remote-controlled aircraft carrying explosives into the Pentagon and the U.S. Capitol.

His arrest prompted Rep. William Keating, the state’s only member of the House Homeland Security Committee, to remind his constituents of the dangers of homegrown extremists, even in Boston’s tony suburbs.”

Feiz Mohammad, the radical preacher cited by dead Boston Marathon bomber Tamerlan Tsarnaev, is a former boxer who blames women for being raped and called for a prominent Dutch politician to be beheaded.

Widely known as ‘Sheikh Feiz’, the preacher was born in Australia circa 1970-1 but fled to Lebanon, the homeland of his parents, eight years ago after becoming one of the world’s most controversial Islamic lecturers.

He has been investigated by Australian police for inciting violence and terrorism, and was even captured on a British TV documentary encouraging children to become martyrs for Islam six years ago.

Feiz has been described by some as Australia’s most dangerous sheikh, because of the number of connections he holds to known terrorists.

Although it is not known whether the hardline sheikh has any direct links to Al-Qaeda, he has regularly broadcast sermons from the group’s spiritual leader, Anwar al-Awlaki, on his website.

The two individuals believed to be responsible for the Boston Marathon bombings on Monday have been positively identified as Tamerlan Tsarnaev, now deceased, and Dzhokar Tsarnaev, now in custody. These individuals are brothers and residents of Massachusetts. Tamerlan Tsarnaev was a legal permanent resident and Dzhokar Tsarnaev is a naturalized U.S. citizen. Charges have not yet been filed against Dzhokar Tsarnaev and he is presumed innocent.

Tamerlan Tsarnaev, age 26, was previously designated as Suspect 1, wearing a black hat. Dzhokar A. Tsarnaev, age 19, was designated as Suspect 2, wearing a white hat. Both were born in Kyrgyzstan.

Once the FBI learned the identities of the two brothers today, the FBI reviewed its records and determined that in early 2011, a foreign government asked the FBI for information about Tamerlan Tsarnaev. The request stated that it was based on information that he was a follower of radical Islam and a strong believer, and that he had changed drastically since 2010 as he prepared to leave the United States for travel to the country’s region to join unspecified underground groups.

In response to this 2011 request, the FBI checked U.S. government databases and other information to look for such things as derogatory telephone communications, possible use of online sites associated with the promotion of radical activity, associations with other persons of interest, travel history and plans, and education history. The FBI also interviewed Tamerlan Tsarnaev and family members. The FBI did not find any terrorism activity, domestic or foreign, and those results were provided to the foreign government in the summer of 2011. The FBI requested but did not receive more specific or additional information from the foreign government.

The bombings were remarkably well-planned and well-executed. That alone makes this event noteworthy. While that doesn’t prove that at least one of the brothers Tsarnaev received training, it does make it rather more likely that they did - particularly in light of other information.”

SNIPPET: “The most worrisome aspect of this case for me lies in the fact the FBI - having received fairly specific intelligence that Tamerlan was in the process of joining up with a underground radical Islamist group - was unable to uncover any evidence to corroborate that information. Either the right questions were not asked, or the right places were not searched. Or perhaps the foreign report was based on human intelligence sources, and our own over-reliance on technical sources effectively blinded us to what the foreign government saw as obvious.”

It claimed responsibility for a suicide bombing at Moscow’s Domodedovo airport in January 2011 that killed 37 people and also said it was behind near-simultaneous suicide bombings in the Moscow subway that killed 40 people in 2010.

SNIPPET: “The Islamic organization poised to build the largest mosque in the Northeast on a site in Roxbury has long-standing ties to an Egyptian cleric who praises suicide bombings and a Muslim activist indicted last week in a terrorism financing probe.

The Islamic Society of Boston, which has city approval to build a sprawling $22 million Islamic cultural center and mosque on Malcolm X Boulevard, has had a long association with Dr. Yusuf Abdullah al-Qaradawi, whose vocal support of the Palestinian terrorist group Hamas prompted the State Department to bar him from entering the U.S. four years ago.

The local religious organization, now headquartered on Prospect Street in Cambridge, was founded by Abdurahman Muhammad Alamoudi - a high-profile Washington, D.C. activist who has publicly supported Hamas, Hezbollah and other terrorist organizations.”

SNIPPET: “At the Cambridge mosque near where the bombing suspects lived, two worshipers who showed up for Saturday’s prayer service recalled seeing both men.”

SNIPPET: “Tamerlan Tsarnaev was thrown out of the mosque — the Islamic Society of Boston Cultural Center — about three months ago, after he stood up and shouted at the imam during a Friday prayer service, they said. The imam had held up slain civil rights leader Martin Luther King Jr. as an example of a man to emulate, recalled one worshiper who would give his name only as Muhammad.

Enraged, Tamerlan stood up and began shouting, Muhammad said.

“You cannot mention this guy because he’s not a Muslim!” Muhammad recalled Tamerlan shouting, shocking others in attendance.”

SNIPPET: “Still, Tamerlan returned to Friday prayer services and had no further outbursts, Muhammad said.”

SNIPPET: “I started getting facials from Zubeidat Tsarnaeva (pronounced Zu-bey-da) six years ago when I was 17 at a spa in the Boston area. She soon after left the spa and contacted my mom to have us start coming to her house, at 410 Norfolk St., right on the line of Cambridge and Somerville. All throughout my senior year of high school and four years of college I went to her house about three times a year. The last time I went to the house was in December and January of 2011/2012.”

SNIPPET: Between 2008 and 2012 I got to know her pretty well. During those 2-3 hours I spent a lot of time asking her about her personal life, background and her family. (I’m a writer and tend to ask people exhaustive questions about their personal lives, especially as interesting a character as this.)”

SNIPPET: “In my last year of college I was getting a facial from her, and asking her about why she had originally come to the United States with her family about eight or ten years previously. She told me that she and her husband had been lawyers and political activists in Russia. They had fled the country after “something that her husband did.” Her daughter had recently been divorced at this time, and her daughter’s ex-husband had taken their child to Russia, refusing to return him. Finally the child was returned. When my mom asked Zubeidat how they had gotten the child back, she told her that “my [Zubeidat’s] husband is crazy” and everyone knew it. When he threatened the daughter’s ex-husband’s family, they returned the child. During this facial session she started quoting a conspiracy theory, telling me that she thought 9-11 was purposefully created by the American government to make America hate Muslims. “It’s real,” she said, “My son knows all about it. You can read on the internet.” I have to say I felt kind of scared and vulnerable when she said this, as I am distinctly American, and was lying practically naked in her living room.

Throughout my years of knowing Zubeidat I certainly had more contact with her daughters, one of whom attended the Catherine Hinds Institute and aspired to open a spa, and Dzhokar, than with the older brother Tamerlan. Those three children were always friendly and kind to me. I think I only met Tamerlan twice, and he wasn’t friendly.”

SNIPPET: She made one long trip to Russia in the period of 2011-2012.”

SNIPPET: “Articles online suggest that she is in Russia because of her husband’s poor health. I know that her husband often went to Russia without her, and for extended periods of time. She was also very close with her sons and showed many signs of political leanings herself. Of course this is only my personal conjecture, and to my knowledge there is no proof about the parent’s involvement at all.”

SNIPPET: “The actions of the two men have been atrocious beyond words. I wrote this story in order to help clarify some of the untruths I read online during the past few days, and I hope that any knowledge I have shared about the family can help investigators get to the bottom of these terrorist actions and not cause any further harm.”
