1. A Hispanic American friend who speaks perfect English was considered for a job in IT. She was eminently qualified. But many of her co-workers are in India and speak English with a heavy accent, if at all. So a person who could communicate with them in their native language as well as English is "more qualified".
2. When a recruiter or IT management does not speak English and the American applicant is put at a disadvantage to the foreign language applicant, what is it called?
This is increasingly becoming an issue. It used to be that the foreigner was at a disadvantage and paid less due to the communication issues. Now, has the process tipped and Americans are at the communication disadvantage?

I have a friend in construction contracting in Calif. Apparently they can be listed at Home Depot for various jobs, in return for giving HD a kickback of some percent.
He said the notion that contractors MUST be Mexican is so firmly entrenched now that very many people simply will not hire a non-Mexican to do most stuff.
Once it has gotten beyond a certain point, it’s very, very hard to turn things back.
MAJOR parts of the domestic US economy are being chopped up and simply handed off to people totally unlike us.

From, what I have experienced, at the recruiting and hiring level, Indians prefer Indians.
So what is it called ?
When I worked @ State Farm, I was assigned to an Indian Team.
They didn't want me so they spoke in their lingo as much as possible.
I didn't last long by my choice.
I was at that point in my last(and I think final) job.
They hired an Indian as the QA manager. They also hired a mirror staff in India.
Interesting thing is, even the Indian's can't understand each other.
There are 30 different languages with 2000 dialects. Only 2 languages are official. One is english.
It turned out that either pictures or the written word become the conveyance.
It was time to go.

Now as I come to the end of my working career (61 & 3/4) 22+, graduate degree in Internet Security, have touched every aspect of IT from Crypto - Vsat, I have hit the age wall, not considered for any position last 5 years, No sour milk here, just reality.
But it is still my contention 90% of every one of America's ills are the direct result of deleterious actions or inaction by congress.
And now with the advent of the 2016 election Congress is truly the enemy of We the People.

And despicable.
The only class of American’s that the Ruling Elites care about is the Donor Class. The Donor Class want’s cheap labor. End of story.
As far as I can tell the only one on the side of the Middle Class and the poor is Trump and a small handful of congress critters.
Agreed. Here, too - 55 3/4, 21 years in IT, so many IT and vendor certs you could wallpaper an office, and lost my job last fall. Health has gotten in the way of even thinking about looking for another position, so I’ve got a lawyer working on my SSA disability. Nobody is going to look at a rusty human shipwreck like me and pay the money I’d want compensatory for my experience.They’ll pay some kid half my asking price and not have to worry about me croaking at my desk.
Americans, particularly the white, male kind, are not very pliant.
You need to be replaced with people who won’t ask questions.
Suffice to say, there is a language proficiency barrier to jobs in southern CA. My son lives in Idaho now, so his Spanish proficiency is less of an asset.

I’m 60+ with many years in IT security. I’m presently in the process of starting a new IT company in Panama. This will eventually enable me to start hiring in the US. I’m on a short fuse, though, as would really like to retire in 3-4 years.

Worked in IT and had a gig lead by Infosys a big Indian outsourcing firm. They body slammed the project with Indians probably twice the people required. Then sold the client on work done in India. Incredible how much the company makes and how little the H1-B slugs make. Ended the project but the Indians had year leases on local apartments and were stuck paying out the remaining months of their leases. At the time the spouses could not work legally in US but I think that has changed.
The H1-Bs hurt the Indians working and Americans who should be working and only benefit the shyster Big Time Indian companies who game the system.
Compassionate liberals also are a big part of the problem. They believe that they are helping disadvantaged Indians. Actually cutting our workers chances of getting good jobs and experience.

if an IT manager or recruiter for a company in the US doesn’t speak English, they should be obligated to provide you with a translator, same as if you only spoke Swahili. If they don’t, find a lawyer who is willing to sue their pants off.
