The third letter was mailed Sept. 18 by a New Jersey Statehouse secretary who found it inside a FedEx package sent to the governor's office. …”

So some offices at least could be relied on to forward letters contained in packages. So at least the first round of mailings could have originated from Atta and the other hijackers. And the Trenton postmarks may be due to nothing more than offices of the New Jersey state government forwarding letters.

Was there any way for Atta and the hijackers to delay the mailing of the final round (final at least so far) until Oct. 9?

Excellent analysis of the data gathered so far!!!! I don't know why but I'm left with the feeling that there's something critical missing. My mind does that every now and again, so I'll think about it and add to your post after a bit. Time to review the Anthrax_Scare _List and maybe I'll recall what my mind sees missing. You've really outdone yourself culling together the profile of the perp.!!

The perp is here on a student VISA. He is Islamic and Middle Eastern. He may be a member of Al Queda. English is not his primary language.

I also speculate that just prior to the 9/11 attacks, the organization became aware that Atta had developed a strong grudge against someone associated with the Florida tabloid due to some precieved personal affront which was becoming an obsession for Atta. The affront may have had to do with a precieved slight on the part of a woman. I further speculate that, wishing to calm down Atta and/or to cement his resolve for the coming mission, the organization tossed Atta a sop by sending the letter to the American Media Corporation. Atta may have been present while the letter was prepared, or Atta may have posted the letter himself. Because this letter was not a priority to the organization, they did not use their best Anthrax for this letter. I don't think the FBI has released the text of the letter that went to the Florida tabloid, if it's even survived, but I'd bet the text and tone of that letter was different than the other letters.

Hmmm ... I gathered from the the linked article that the letter that was forwarded from the governor's office was not the letter that carried the anthrax. Would you mind reading the link and giving me your "take" on it?

I had the same impression you did -- that the third Brokaw letter forwarded by the state office did not contain genuine anthrax -- but the instance illustrates a method that could have been used. And the hijackers could well have been sending out both duds (or failed attempts,) as well as genuine, successful attempts.

Here's a link to an article on the St. Petersburg letter (scroll towards the bottom of the article). The letter is probably a bogus copycat letter, unrelated to the real anthrax attack. It contained a white powder that tested negative for anthrax.

The letter said:

"Howard Toxler ... 1st case of disease now blow away this dust so you see how the real thing flys. Oklahoma-Ryder Truck! Skyway bridge-18 wheels."

This note, which misspells Troxler's name even though it's spelled correctly on the envelope, appears to be a threat of anthrax and also a truck bomb on the St. Petersburg Skyway Bridge, but it seems to be a fake.

I forgot to say that Troxler received this letter on Oct. 9 (coincidentally the same day that the letters to Daschle and Leahy were postmarked). The article I linked to is from the Oct. 13 issue of the St. Petersburg Times.
