Your position is just as screwy as Paul Ehrlich's, but from the opposite direction. What matters is trained brainpower, not bodies. We need to reform the education system to provide that, not engage in unbridled breeding.

Deporting less than 5% of new illegal aliens is no victory, but certainly better than under the Clinton Administration when it was policy to NOT deport them.
If 10% of the US population is illegal, the only way to sort the illegals from the legals is to establish a national ID card. The card must be used for voting, employment, emergency services, owning/renting property, attending school, opening a bank account, etc.
No card, no government services.

I think we're past the demographic/social/cultural tipping point, but like you, I'll struggle for our America.
We would be increasing our population by 4,000 a day by rescinding Roe v. Wade. Then, we would have no need to import anyone.
Screw the National ID card.
This is an enforcement issue that does not freaking require a card.
There's a Constitutional way which is being discarded over laziness, ease, convenience and greed - a myriad of excuses.

Among the findings:
Illegal alien households are estimated to use $2,700 a year more in services than they pay in taxes, creating a total fiscal burden of nearly $10.4 billion on the federal budget in 2002.
Among the largest federal costs: Medicaid ($2.5 billion); treatment for the uninsured ($2.2 billion); food assistance programs ($1.9 billion); the federal prison and court systems ($1.6 billion); and federal aid to schools ($1.4 billion).
If illegal aliens were legalized and began to pay taxes and use services like legal immigrants with the same education levels, the estimated annual fiscal deficit at the federal level would increase from $2,700 per household to nearly $7,700, for a total federal deficit of $29 billion.
With nearly two-third of illegals lacking a high school diploma, the primary reason they create a fiscal deficit is their low education levels and resulting low incomes and tax payments not their legal status or their unwillingness to work.
Amnesty increases costs because illegals would still be largely unskilled, and thus their tax payments would continue to be very modest, but once legalized they would be able to access many more government services.
The fact that legal immigrants with little schooling are a fiscal drain on federal coffers does not mean that legal immigrants overall are a drain. Many legal immigrants are highly skilled.
Because many of the costs are due to their U.S.-born children, who are awarded U.S. citizenship at birth, barring illegals themselves from federal programs will not significantly reduce costs.
Although they create a net drain on the federal government, the average illegal household pays more than $4,200 a year in federal taxes, for a total of nearly $16 billion.
However, they impose annual costs of more than $26.3 billion, or about $6,950 per illegal household.
About 43 percent, or $7 billion, of the federal taxes illegals pay go to Social Security and Medicare.
Employers do not see the costs associated with less-educated immigrant workers because the costs are spread out among all taxpayers.
How so? The promise of Fox to secure Social Security benefits, even for illegals, before the American public was consulted by our paid professional politicians proves government isn't listening. Corporate America wants slave labor at taxpayer's expense and they want blanket amnesty for their felonious activities of the past. There's little support among "leaders" to curtail fraud and corruption of our system that hides illegals.
IMO, superficially it doesn't appear politicians and corporations want this problem addressed because it means a mess will be created for a short term and MANY hands will be caught in the cookie jar.
You started with 31 million and you're now down to 27, and that's based on assumptions that each crossing since 2001 represents a new permanent illegal alien. That is a flawed assumption because many illegals cross back and forth. This problem won't be solved by throwing around different numbers from one minute to the next that are easily impeached.
And it's growing.

I think the answer to your question could be found by stdying the 'FTAA' which is being sold as another trade agreement but is really a Trojan horse for a new hemispheric union ala the EU. It's scheduled to go into effect next year and undoubtedly will affect how this country operates. Expect an assault on our Constitution and current legal system as being "outmoded" for the new realities. It's already happening in Europe where many folks have woke up to realize they've been sold out by their leaders to a new supranational governing body that's in the process of creating a new EU constitution that will reign supreme over that of any individual country.
It's going to be a real mess once we found out how bad we've been sized up, set up and sold out by our 'alleged' leaders. FYI, illegal immigration is just the conditioning process where the business and financial interests are signalling to us that they're planning on shoving it up our collective you know what's regardless of what we think.
My proposal would.
I would like to see it become mandatory that only a parent or legal guardian who is a U.S. citizen and has contributed to the Social Security trust fund for a minimum of twenty consecutive quarters may apply for taxpayer-funded benefits or services on behalf of their dependant children.
