On a website devoted to Ramadhan, the Muslim Brotherhood posted a series of articles by Dr. Ahmad ‘Abd Al-Khaleq about Al-Walaa Wa’l-Baraa, an Islamic doctrine which, in its fundamentalist interpretation, stipulates absolute allegiance to the community of Muslims and total rejection of non-Muslims and of Muslims who have strayed from the path of Islam.
In his articles, the writer argues that according to this principle, a Muslim can come closer to Allah by hating all non-Muslims - Christians, Jews, atheists, or polytheists - and by waging jihad against them in every possible manner.

Operations Continue Against al-Qaida, Hataib Hezbollah

WASHINGTON, Oct. 19, 2008 Coalition and Iraqi troops hit the al-Qaida and Kataib Hezbollah terrorist groups during operations across the country, officials in Iraq said today.
It is a sign of the progress in Iraq that most of the operations were intelligence-driven, officials said.
In the Rusafa neighborhood of Bagdad today, coalition forces captured four suspected Kataib Hezbollah terrorists. Kataib Hezbollah, also known as Hezbollah Brigades, is believed to receive funding, training, logistics and material support from Iran to attack Iraqi and coalition forces using what the military calls explosively formed penetrators roadside bombs designed to pierce armor-hulled vehicles and other weapons such as rocket-assisted mortars.
Acting on intelligence information, coalition forces targeted a key Kataib Hezbollah administrator assessed to have close ties to network leadership. They captured the four suspects without incident.
The Kataib Hezbollah network is believed to be responsible for a botched mortar attack on coalition forces June 4 that resulted in 18 Iraqi civilians killed, 29 civilians injured and 19 homes destroyed, officials said.
Al-Qaida also took a hit when coalition forces in Anbar province detained six suspected terrorists. The forces captured four men in Fallujah, one of whom is believed to have provided forged official documents for terrorists.
In Dallawiyah, coalition forces broke up an al-Qaida courier network with the capture of two more men.
Coalition forces also hit another Iranian-affiliated organization, seizing money yesterday from the Asaib Ahl al-Haq criminal network. The forces, operating south of Amarah, found more than $205,000 in U.S. currency, 126,000 Iranian rial and 8.5 million Iraqi dinar.
The soldiers also discovered several passports, Iranian visas, various IDs and other items linking the suspect to the Asaib Ahl al-Haq network. All told, raids against Asaib Ahl al-Haq operatives have seized more than $400,000 so far this month, officials said.
In Baghdad, Iraqi National Police and Multinational Division Baghdad soldiers took weapons off the streets Oct. 17. A sheik turned in a cache to soldiers. Policemen located two speed-bump-type roadside bombs a local man found in his house when he was cleaning to move back in. An explosive ordnance disposal team was called in. Also in Baghdad, soldiers detained three men trafficking in weapons in the Rashid district and the Risalah community, yesterday.
In operations that began Oct. 11, coalition and Iraqi police found 18 weapons caches in the north of the country. The caches included 2,000 7.62 rounds, 800 blasting caps, 400 machine-gun rounds, 100 artillery projectiles, 20 rocket-propelled grenades and 15 mortar rounds. Half of the caches were found west of Samarra or in Mosul, officials said.

Forces Target Taliban in Afghanistans Helmand, Ghazni Provinces

WASHINGTON, Oct. 19, 2008 Afghan and coalition forces killed three militants in two separate engagements in Afghanistans Helmand province, and detained eight Taliban fighters in Ghazni province, military officials reported.
In Helmand, militants attacked Afghan and coalition forces conducting a combat security patrol. Militants used rocket-propelled grenades and machine-gun fire. Afghan and coalition forces responded with small-arms fire, killing two militants.
In the second engagement, militants attacked a patrol with small-arms, machine-gun and rifle fire. Afghan and coalition forces responded, killing one militant.
No Afghan or coalition forces were injured in either engagement, officials said.
In Ghazni, eight militants were detained Oct. 17 in multiple coalition operations aimed at disrupting a roadside-bomb cell and the Taliban terrorist network, officials said.
Coalition forces conducted two operations in the provinces Andar district, targeting Taliban-associated militants believed to coordinate and direct roadside bomb attacks, officials said, and also are suspected of facilitating the movement of foreign fighters into Afghanistan. The search of a compound in Andar netted the targeted militant and two others. A second operation resulted in the capture of the second targeted militant.
In Waghez district, coalition forces targeted a third Taliban fighter and several associates. As the force approached the militants, two failed to comply with directions. After repeated commands, one of the militants displayed hostile intent and was engaged with small arms fire, wounding him, officials said. He was taken to a coalition medical facility for treatment. Four other militants were detained without incident.

President Bush Discusses the Visa Waiver Program
Today, President Bush hosted representatives from seven nations that have met the criteria for admission into the United States’ Visa Waiver Program (VWP) and six nations on track to be admitted. In about a month, the citizens of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Slovakia, and South Korea will be able to travel to the United States for business or tourism for up to 90 days without a visa. So-called “roadmap” countries, which are on track to qualify for VWP admission, at today’s event were Bulgaria, Cyprus, Greece, Malta, Poland, and Romania.
The 13 countries represented at today’s event are close friends and allies whose leaders told the President that their citizens believed it unfair that they had to wait in line and pay for visas to travel to the United States when other allies are allowed to travel visa-free. The President agreed while pointing out that in the post-9/11 world, expanding visa-free travel would be possible only as travel security measures are strengthened.
Today’s announcement represents a milestone in the long effort by the Administration to modernize the VWP. During a November 2006 visit to Estonia, the President announced that he would work with Congress to expand opportunities for visa-free travel as we strengthen the security of the VWP. The President appreciates the bipartisan support this initiative received on Capitol Hill. As part of the “Implementing Recommendations of the 9/11 Commission Act of 2007,” Congress acted to give the Administration greater flexibility to admit new countries into the VWP provided that they agree to a number of new security enhancements, notably to share information about threats to our people. The law also requires foreign citizens who want to travel under VWP to register through a new online program that screens for potential security threats.
Extending Travel Opportunities To Some Of Our Closest Allies Deepens Our Friendship And Makes All Our Countries Safer
The VWP currently allows the citizens of 27 countries to travel to the United States for tourism or business without obtaining a visa. Nationals participating in the VWP must travel only for business, pleasure, or transit; stay in the United States for 90 days or less; and, if arriving by sea or air, hold a valid ticket for return or onward travel and enter the United States aboard an air or sea carrier designated as a participant in the VWP.
President Bush believes the best foreign policy for America is one that lets visitors get to know this great country firsthand. Throughout history, some of the strongest advocates of freedom have been those who came to America and saw the blessings of liberty with their own eyes. The President is grateful to these 13 countries for seeking to strengthen ties between our citizens and looks forward to an even stronger partnership in the years ahead.

Five indicted in connection with enslavement of young woman

SEATTLE - Agents with U.S. Immigration and Customs Enforcement (ICE) arrested five South King County residents Wednesday morning after they were indicted on federal charges for conspiring to force a young Afghani girl to work as their domestic servant.
Those charged with conspiracy to engage in forced labor include Federal Way, Wash., residents Mohammad Yousef, 84; Nasima Yousuf, 70; Mohammad Atahee, 37; and Nahid Yousufi, 29. Maruf Yousufi, 42, of Auburn, Wash., was also charged. Mohammad Yousef and Hasima Yousuf were also charged with lying on immigration applications to bring the young woman to the United States, falsely claiming she was Nasima Yousuf’s daughter.
According to the indictment, the defendants arranged a marriage between Atahee and the young woman in Afghanistan when she was 13 years old. After arriving in the United States in 2006, the juvenile was forced to live with Atahee where she handled all household tasks against her will.
The young woman reported to Nahid Yousufi that she had been assaulted by Atahee, but she was directed to recant her story. She later was forced to cook, clean and provide childcare to Nahid Yousufi and Maruf Yousufi. In addition, she was not allowed to attend school for a period of time.
The court documents further allege that in January 2008, the young woman was sexually assaulted by Atahee. With the assistance of members of the community, the sexual assault was reported to the police and she was taken from Atahee’s home and moved to a safe location.
“The enslavement of children is one of the vilest forms of exploitation playing out in our community and throughout the world,” said Leigh Winchell, special agent in charge of ICE’s office of investigations in Seattle. “It is a sad reflection on human greed and heartlessness that adults think they can take advantage of a helpless child - particularly one from their home country. ICE is committed to working aggressively to stop these types of crimes and protect the innocent victims.”
All five defendants made initial appearances in federal court Wednesday. The trial is set for December 23. If convicted of the conspiracy charge, the defendants face up to five years in prison and a $250,000 fine. Convictions for visa fraud carry a maximum penalty of up to 10 years in prison and a $250,000 fine.
ICE was joined in this investigation by the Seattle Police Department.

Coalition forces capture four wanted men, detain 11 additional suspects
BAGHDAD Coalition forces further degraded al Qaeda in Iraqs courier and senior leader networks by capturing four wanted men and detaining 11 additional suspects during operations in and around Baghdad Sunday and Monday.
During an operation in Baghdad Sunday, an individual suspected of being associated with a courier network for high-level AQI leaders in the region identified himself as the wanted man and surrendered to Coalition forces.
In a separate operation in Baghdad Monday, Coalition forces captured a wanted man suspected of being a courier and of having ties with foreign terrorists as well as regional AQI leaders. Six additional suspects were detained during the operation.
Another operation in Baghdad netted one wanted man and three additional suspects believed to be associated with regional AQI leadership.
Coalition forces operating in as-Sadiyah, 112 km northeast of Baghdad, detained one wanted man and two additional suspects. The wanted man is believed to be in contact with senior AQI leaders in his network. He allegedly serves as a messenger for those leaders.

ISOF, SWAT arrests four terrorists, criminals
Multi-National Corps Iraq
BALAD, Iraq Iraqi Security Forces arrested four terrorists and criminals in separate operations in central Iraq Oct. 16 -17.
Iraqi Special Operation Forces arrested a suspected al-Qaeda in Iraq terrorist on a Ministry of Justice warrant in the Abu Ghurayb area Oct. 17. He is a regional commander allegedly responsible for conducting improvised explosive attacks against Coalition forces and filming the attacks to assure payment. The leader is also known to be financing the operations of his subordinate commands.
In Al Basrah Oct. 16, ISOF arrested two criminals on local warrants suspected of kidnapping and murdering an Iraqi woman. The two suspects are believed to be a part of a sniper network and responsible for attacks on Iraqi and Coalition forces. One of the criminals is also being charged with the murder of an Iraqi Army officer and a civilian.
In a separate operation, the Al Amarah Special Weapons and Tactics team arrested a suspected criminal leader on a Ministry of Interior warrant who is said to be connected to Iran. He is employed by the Department of Internal Affairs for the Iraqi police in Amarah and allegedly transports weapons to Baghdad using IP vehicles for cover.
These series of operations are directed toward thwarting criminal and terrorist activities as the Government of Iraq demonstrates a determination to bring those operating outside the law to justice, said Lt. Col. Neil Harper, spokesman for Multi-National Corps Iraq.
